Development and management of NAMA in India


Objective and activities

The project supports the Ministry of Environment, Forest and Climate Change (MoEFCC) of India in the development and management of Nationally Appropriate Mitigation Actions (NAMAs) in collaboration with relevant sector ministries. To this end, a NAMA coordination office (NAMA-cell) is set up within the MoEFCC to establish the institutional structures for NAMA and MRV. The NAMA-cell, being “help desk” and multiplier at the same time, will support the development and implementation of further NAMAs in various sectors, and it will have a steering role for the overall NAMA process in India. Moreover, two NAMAs with respective MRV concepts are developed: one in the waste, one in the forest sector. Both sectors are prominently listed in the Indian INDC, and are hence important to reach the Indian climate targets. Next to their climate impact, NAMAs generate important co-benefits such as enhanced urban infrastructure, higher economic competitiveness, and better environmental and forest protection.

State of implementation/results

  • In close consultation with the partner, sectors for the development of NAMA proposals were identified and on this basis two concrete NAMA concepts, including respective MRV systems, were developed in the fields of forestry and waste. Both sectors are also prominently named in the Indian NDC.
  • The waste NAMA focusses on the use of municipal waste as a substitute for fuel in the cement industry. The goal of the forest NAMA aims at is an improved forest management by enhancing the the sustainable use of firewood. Parts of the forest NAMA will be piloted from September 2017 onwards in Assam; the Assam state government is supporting the pilot phase.
  • Building on the preparation of the waste NAMA, the Indian partners have also taken up the area of waste prominently in their cooperation with the Partnership for Market Readiness (World Bank). Both NAMAs are named in the Market Readiness Proposal; waste will be one of the topics of the cooperation under the PMR.
  • For the NAMA preparation, sector relevant stakeholder groups were consulted; the results were used for further development of the concepts.
