Capacity Development for Climate Policy in the Western Balkan Countries, the Eastern Partnership, Russia and Central Asia

Objective and activities

The project supports partner countries in their transformation process to an open market economy while at the same time integrating ambitious climate policies. To this end, the capacities of public decision-makers and institutions for the necessary integrated and inter-institutional planning processes in the pilot countries will be specifically strengthened. Effective knowledge management should have a multiplier effect in other countries of the project region and contribute to common learning experiences. In addition, additional individual and small measures are being implemented to strengthen capacities for ambitious climate policy resulting from the concrete needs arising from the BMU's dialogue processes with other national governments in the project region. In the three pilot countries of Georgia, Mongolia and Moldova, the project improves the national framework conditions for effective climate protection policy and sustainable and competitive economic development.

State of implementation/results

  • First field of intervention: In GEO and MNG, the preparation of the NDC implementation and the process of revising the NDC, taking into account possible increases in ambition and long-term goals, is supported
  • In GEO, replicable methods for developing sectoral decarbonisation paths are to be developed in this context and applied for the transport sector
  • in MNG, the focus is on the area of energy supply for heating purposes
  • Second field of action (small scale measures): Initiation and implementation of individual measures to strengthen capacities for climate protection policy in the countries of the project region: the cooperation with the UNECE „Pathways for sustainable Energy“ as well as start of a new project aimed at establishment of a biosphere reserve in Georgia were successfully launched.
