NAMA-Programme for the construction sector in Asia

The project supported countries in developing Nationally Appropriate Mitigation Actions (NAMA) for the building sector. The NAMAs applied common Monitoring, Reporting and Verification (MRV) methodologies for buildings that develop in the frames of this project and in line with work by the Clean Development Mechanism (CDM) and the Common Carbon Metric (CCM) developed by UNEP. Activities included, among others, the identification and recommendation of appropriate measures for the development of NAMAs in partner countries and the development and implementation of a regional networking component in order to facilitate capacity building and the replication of results in other countries within the same region. Furthermore, the project piloted the developed MRV methodology.

State of implementation/results

Project completed.
  • Analysis reports on the building sector carried out in Thailand, Vietnam and Indonesia.
  • A series of workshops in all four partner countries as well as regional workshops contributed to defining the thematic focus of the planned NAMAs in close cooperation with partners and stakeholders. As a result, the development of specific NAMA concept proposals was initiated.
  • A NAMA manual with a focus on energy efficiency in the building sector is under development.
  • Methodologies for baseline calculation and the measuring and modeling of GHG emissions in the building sector were refined and discussed with partners, experts and other MRV initiatives. Buildings for the application of the MRV methodology have been selected in Thailand, Vietnam and Indonesia. Training sessions on MRV for GHG reduction carried out.
  • The project has been presented at various expert forums, and intermediate results of the project have been discussed with the expert communities.
