National Green Growth Plan for Ethiopia and Three Other Countries

This project demonstrated the feasibility of green economic development paths and the need for corresponding, comprehensive strategies in developing countries. It provided support to Ethiopia, Jordan, Peru and Thailand in formulating and finalising Low Carbon Development Plans. Project activities included analysing mitigation opportunities in various sectors to provide the basis for strategy formulation, developing systems for implementation and MRV, and providing technical training to project partners. The project placed great emphasis on the evaluation, presentation and discussion of relevant socioeconomic expectations, dialogue with various stakeholders and support for interministerial committees in elaborating and coordinating comprehensive and sustainable strategy documents. The outcomes, experiences and best practices were communicated to stakeholders in reports, presentations, workshops and conferences, and thus incorporated into the international agenda (including the UNFCCC negotiations).

State of implementation/results

  • Project completed.
  • Selection methodology developed, corresponding country analyses conducted, and besides Ethiopia additional project countries selected (Jordan, Peru and Thailand)
  • Ethiopia: Development of the 'Climate Resilient Green Economy Strategy' (CRGE) and anchoring in the national 5-year development plan supported; advice on the implementation of the CRGE and technical analysis in different sectors (agriculture, forestry, transport, energy, water, urban development, livestock) provided; on-the-job training in partner ministries completed and final workshop conducted in Addis Ababa in February 2016
  • Jordan: Stakeholder-mapping conducted; project steering committee formed; stakeholder process and development of the 'National Green Growth Strategy' (NGGS) supported; training measures for the implementation of the NGGS conducted
  • Peru: several technical analyses and process consulting conducted for the Forest Authority (SERFOR) that was founded in 2013 on the development of the 'National and Forest Wildlife Plan' (NFWP); two thematic areas for the preparation of implementation plans for the NFWP identified (ecosystem services, the role of small farmers in deforestation); training measures for political decision makers in the forest sector conducted; the project activities contributed to the adoption of the Peruvian Forestry Law in 09/2015
  • Thailand: project steering committee (PSC) formed; three industrial sub-sectors identified (automotive parts, palm oil, frozen products); Emissions Projections and Technical and Economic Analysis Report as well as GHG Reduction Roadmap for the selected sub-sectors developed and adopted by the PSC; training measures for the implementation of the Roadmap conducted with stakeholders from the government, academia and the private sector
