NDC Support Programme

Objective and activities

The NDC Support Programme (NDC SP) assists developing countries to deliver on Paris Agreement commitments through: 1) Direct technical & financial support to governments to build institutional & technical capacity for climate actions at scale; 2) Global knowledge exchange & peer-to-peer learning to advance leadership & awareness building; 3) Identification of innovative policy & financing options for the implementation and mainstreaming of Low Emission Development Strategies & mitigation actions; 4) Assessment of opportunities, costs, barriers and risks to inform decision making & target key bottlenecks to NDC implementation; 5) Targeted direct responses to support needs identified in countries’ NDC Partnership Plans, creating impact & promoting learning. It works with countries to ensure that NDC implementation serves as a critical driver for sustainable development and thereby advances gender equality, helps transition to zero-carbon economies & achieve the Sustainable Development Goals.

Low Emission Capacity Building (LECB) Programme

State of implementation/results

  • At present, the Programme directly supports enhancement and/or implementation of Nationally Determined Contributions (NDCs) in 31 countries, of which 2 have already submitted enhanced/updated NDCs (Ecuador and Marshall Islands). This work has included the development of financing strategies and implementation plans, drafting of climate legislation, strengthening of reporting and transparency systems, and sectoral analyses to identify and address barriers.
  • Climate Governance:

    • Climate Legislation drafted in: Chile (Climate Change Law); Morocco (Decree); Costa Rica (Presidential Decree)

    • Climate Budget Tagging in: Chile, Kenya

    • Climate Change and Green Growth Budget Reporting in Viet Nam

    NDC Planning:

    • Long-Term Strategy (LTS) developed in: Lebanon, Colombia

    Climate Transparency:

    • Sectoral Measurement, Reporting and Verification (MRV) systems developed in: Costa Rica (Agriculture, Forestry and Other Land Use (AFOLU)), Ecuador (energy)

    NDC Implementation:

    • NDC Actions in: Lao PDR (renewable energy site assessment), Vanuatu (mini-grid feasibility study)

    Climate Finance:

    • Sector Investment analyses in: Morocco, Chile, Thailand

    • Cost of Climate Inaction in: Chile, Kenya (Treasury Climate Change Fund)

    Private Sector Involvement:

    • Carbon footprint platforms developed and strengthened in: Chile, Colombia, Lebanon

    • Trainings delivered in: Ghana, Viet Nam, Lebanon and Morocco

    Gender Mainstreaming:

    • Gender Mainstreaming into the climate governance process underway in 10 countries: Bhutan, Chile, Colombia, Ecuador, Ghana, Kenya, Lebanon, Philippines, Uganda, Zambia

    • In-depth Gender Analyses completed in: Chile, Ghana (www.ndcs.undp.org/…), Uganda, Trinidad and Tobago

    NDC Regional Dialogues and Global Conference:

    • Hosted 22 Regional Technical Dialogues on NDCs with engagement of 2,200 participants from over 150 developing countries

    • Co-organised the NDC Global Conference 2019 (globalndcconference.org), bringing together 350 participants from over 80 countries
