Support to the national energy efficiency fund and the climate-friendly reformagenda (S2I) in Ukraine

Objective and activities

Together with the Ukrainian government BMU has developed the concept „Turning Subsidies into Investments“ (S2I) for the development of a revolving investment mechanism for the improvement of energy efficiency in residential buildings. The objective of this project is to support the Ukrainian government in the operationalisation and the further strategic development of the national energy efficiency fund. This is done through technical capacity building of the staff members of the fund and of other important actors such as energy auditors and technology suppliers. The project will support initial energy efficiency investments in the residential building sector, the coordination with other donors and International Financial Institutions and provide targeted advice for the further refinement of the S2I-concept. The funding provided through this financial mechanism will make energy savings at the household level transparent and decrease the burden to the federal budget imposed by subsidies.

State of implementation/results

  • In April 2019 the cooperation for a training program for energy auditors had started. Up to 350 energy auditors will be qualified for the accreditation of energy certificates in the building sector – In July 2019, the implementation agreement between the EEF and the International Finance Corporation was signed.
  • In August 2019, the EEF Supervisory Board agreed on the EEF strategy. The EEF strategy envisages that more than 8,000 projects will be implemented by 2023. The average annual savings in CO2 emissions are approx. 839,000 tonnes. The average energy savings are at least 20%. – On 4th September 2019 the official launch of the EEF was announced in a press conference.
