Transportation Demand Management in Beijing – Mitigation of emissions in urban transport

The project has developed three effective and efficient 'transport demand management' (TDM) measures in Beijing. The climate change mitigation impacts of these measures were measureable and verifiable, and fulfil the requirements for 'nationally appropriate mitigation actions' (NAMAs). To this end, the project was creating a systematic evaluation tool so that it can analyse the effects of the TDM measures on greenhouse gases. A baseline for greenhouse gas emissions from the transport sector in Beijing was determined, and the project was using scenarios to assess how the mitigation impacts of TDM measures can be modeled ex ante and proven ex post.

State of implementation/results

  • Project completed
  • Close cooperation with the Beijing Transport Research Center established
  • Method for cost-effectively determining emission factors in cooperation with the project partner and the Swiss INFRAS institute developed
  • Adaptation of the Beijing transport model for the Olympic games prepared (based on VISUM, software developed by PTV Karlsruhe)
  • The cities Peking, Shenzhen, Harbin and Tianjin have been trained in using the emissions model HBEFA, that has been jointly developed with the partners.
  • Shenzen has been supported to develop and evaluate a parking policy. A pilot parking management system has been started in July 2014 in three city districts and has been extended to the whole city starting in January 2015.
