The 'HCFC adder' in the Kigali Amendment baseline calculation
A problematic feature of the Kigali Amendment baseline is the ‘HCFC adder’. Developing countries can add 65% of the HCFCs consumed in 2009-2010 to the actual HFC consumption in the baseline period. However, many developing countries have reduced HCFC consumption much faster due to financial support from the MLF. The countries with a strong HCFC reduction therefore get a severely overestimated Kigali Amendment baseline. This paper discusses baseline definitions.

Publication | 12/2021Baseline and monitoring metholodogies for HFC mitigation action
There is a wide range of cooling sector-related baseline and monitoring methodologies in the context of different crediting mechanisms, addressing both energy efficiency as well as HFC emissions reduction. The methodologies either apply a projected BAU approach or a default baseline scenario. None of the methodologies would meet the Art. 6 criteria for additionality determination and baseline setting and could be directly applied to an Art. 6 activity. Therefore, the development of an Art. 6 activity in the cooling sector requires a thorough upgrade of the existing methodologies.

This policy paper seeks to give an overview of the current state of inclusion of the cooling sector in updated NDCs; provide a comparison between the initial targets of the INDCs/first NDCs and revised targets of updated NDCs and draw a link to the Kigali Amendment by identifying the approach of baseline setting in updated NDCs.

The greenhous gas inventory provides a detailed profile of GHG emissions resulting from refrigeration and air conditioning in the Seychelles and supports the further development of emission reduction measures in the RAC sector supplementing the Seychelles’ climate targets. It also serves as a basis for further planning of the Seychelles’ NDCs and hydrofluorocarbon (HFC) phase-down schedules in contribution to the Montreal Protocol’s Kigali Amendment.
