Mexican-German Climate Change Alliance (Phase II)


Objective and activities

The second phase of the Climate Change Alliance builds on the successful first phase of the project and supports Mexico in meeting its ambitious climate change targets, which also helps it remain closely involved with the international climate negotiation processes. It offers advice on process and content relating to the development and implementation of selected measures set out in Mexico’s Climate Change Law, climate action programme and climate change programme (PECC). The project advises on ways of mitigating greenhouse gas emissions and adapting to the effects of climate change, and actively involves Mexico’s states and its private sector in developing, implementing and monitoring climate activities. Technical and policy forums are jointly organised to strengthen the bilateral climate dialogue and enable key stakeholders in federal, state and local government to network and share experience with representatives of umbrella associations, NGOs and the private business.

State of implementation/results

  • Integration of innovative approaches and instruments on mitigation, adaptation and strategy process into Mexican climate change policy.
  • All activities of the climate alliance are aimed to support Mexico with the implementation of his national agreed contributions (NDC) at national and subnational level.
  • Developing of a tool for identifying and prioritising activities to promote adaptation to climate change. The tool is now an established element of the National Climate Change Strategy (ENCC) Integration of the ecosystem-based approach for adjustment in the prioritization method for adaptation measures.
  • Advising the Mexican Government on selecting, devising and drafting proposals for Nationally Appropriate Mitigation Actions (NAMAs). In conjunction with Mexican partners, four NAMAs were prepared for piloting or implementation. Practical support to get the NAMAs ready for implementation was provided within the NAMA programme that GIZ was carried out on behalf of BMUB.
  • Participating in establishing an internal coordination process for the Ministry of Environment of Mexico City in connection with the newly introduced registry for GHG emissions.
  • Support in the preparation of the Emissions Trading Scheme (ETS) as a cost effective instrument to NDC implementation: results of the legal advice to ETS have been incorporated in a proposal for a reform to the climate law. German experiences were also used for the development of a communication strategy to the ETS.
  • Development of a climate strategy in the agricultural and food sector (not yet completed).
  • Recommendations on climate protection by environmental zones were developed with Mexican partners and discussed on ministerial level.
  • The method of prioritization for adaptation measures has been developed by the climate department of SEMARNAT and the Institute of Ecology and Climate Change (INECCI) and was officially published in the „Guidelines on minimum requirements for the development of federal states climate programs “.
  • Introducing a system on monitoring, reporting and verification (MRV) in the Mexican state of Veracruz, being the first of its kind and now mandatorily introduced for all sectors by the environment minister.
  • Existing national and federal state climate financial instruments are analyzed to ensure the best practices in the federal states to spread. There were concrete recommendations for action in transparent tendering processes of the environment fund of Jalisco with conveyor lines for mitigation and adaptation. The Federal State of Sonora is supported in the establishment of a climate finance architecture.
  • Mexico City was supported in the integration of the gender perspective and the development of a gender-responsive sets of indicators in the Climate Protection Program.
  • The project supports the ministry of economy of Mexico City, with the involvement of German experience (Berliner Energieagentur) in forming an energy agency.
  • Developing a bilingual (German/Spanish) blog (“Climate Blue”) in order to expand the dialogue between the project partners and interested members of the public in the two countries.
  • Organizing the first National Adaptation Forum in Mexico (April 2016), in order to identify possible fields of action on how to strengthen the country’s resilience to the effects of climate change
