Developing a Bioenergy Strategic Model to support Energy Nationally Appropriate Mitigation Action in Peru

Objective and activities

The project develops a model for the strategic management of bioenergy in Peru. It aims to provide families in rural areas with access to low cost renewable energy. At the same time, end users in cities are to be provided with a “greener” source of energy in order to achieve a reduction in greenhouse gas (GHG) emissions. The scheme consists of six elements: (i) increasing the demand for biofuels by promoting bioenergy technologies and raising awareness for this type of energy; (ii) strengthening business initiatives with technology suppliers and retailers in Peru; (iii) designing and implementing mechanisms for the financing of bioenergy projects; (iv) developing a standardization system as well as a framework for research and development; (v) providing technical assistance; (vi) establishing and developing a monitoring system. The project contributes to the Bioenergy Nationally Appropriate Mitigation Actions (NAMA) and it cooperates across sectors with several ministries.

State of implementation/results

  • Development of a national plan for the promotion of biodigester technology
  • A first sectorial roundtable with the Ministry of Energy and Mines (MINEM) and the Ministry of Environment (MINAM) and key stakeholders organised
  • bioenergy promotion in work plans of MINAM and MINEM integrated
  • National Bioenergy Committee established
  • Financial diagnosis to implement bioenergy projects and analysis of current legislation on Bioenergy situation in Peru
  • Study of biomass potential for four regions in Peru
  • Memorandum of Understanding with the Regional Environmental Authority (ARMA) for the implementation of experimental biodigesters in Arequipa highland
  • Contribution to the Peruvian NDC through support on establishing a national MRV system and bioenergy data supply
  • Support of NAMA development related to bioenergy
  • Technical committees on a subnational level to discuss the legal and regulatory framework organised
  • Evolution of FISE (Energy Social Inclusion Fund) for the Regulatory Framework Reform
  • Training on available Bioenergy technologies and mitigation concepts for national decision makers
  • Ongoing provision of training and support for the formulation of public investment projects in the bioenergy sector
  • Development of financing mechanisms with AGROBANCO and the private sector
  • two pilot projects implemented: 11 family-sized bioenergy disgesters in Cajamarca and biomethane production from industrial organic waste in Lima region
  • Waste to Energy Toolkit and Bioenergy project toolkit developed
  • Participation in national and international events of the energy sector (e.g. Energy Transition Workshop in Lima in May 2017, EXPO Energy Efficiency in Lima in July 2017, Renewable Energy Forum in Lima in October 2017)
