Ecosystem-based Adaptation (EbA) in the North Central Coast of Vietnam: Restoration and Co-Management of Degraded Dunes and Mangroves

Objective and activities

Adaptation is a key element of Viet Nam’s NDC, as typhoons increase in strength and make landfall in the exposed northcentral coast of Vietnam (NCC-VN). Originally its dunes and mangroves in the estuaries were covered with multilayered & diverse forests, ensuring storm protection. About 22% of the rural population in the region depends on subsistence agriculture behind and freshwater from the dunes. However, mangroves protective dune forest vegetation of these ecosystems have been largely degraded and covered with Casurina, a non-native tree species not capable of safeguarding the protective function of the dunes. Together with local communities, the project restores in an integrated co-management approach with native tree species dunes and mangroves of estuaries in NCC-VN. The approach is a blueprint for up-scaling at landscape level and closes the coastal protection gap between the Mekong and North Vietnam.

State of implementation/results

  • UNIQUE forestry and land use GmbH and the Institute of Resources and Environment (IREN) of Hue University have presented the project in all concerned provinces (Hue, Quang Tri, Quang Binh) and discussed the project with relevant stakeholders of the government, with NGOs as well as with projects and programmes operating in the same sector.
  • Memoranda of Understanding (MoUs) with relevant stakeholders were developed and are currently being signed. The MoUs contain the consent of the municipalities to the project implementation, they clarify the collaboration between the project, the government and the municipalities and provide a basis for grievance & redress mechanisms.
  • The project has signed contracts in October 2018 with four nurseries to produce seedlings. Meanwhile 580,000 seedlings of 14 local tree species (some of them of the IUCN red list) are in production. The project has identified about 500 potential pilot surfaces in costal sand dune ecosystems and has started to consult potential partner municipalities and local governments regarding the project implementation.
  • A study about tree species, locations, sylvicultural practices and the maintenance of the plantations will be published by the end of April 2019 (in English and Vietnamese). In coordination with government partners the planning of the plantation of 300 ha pilot sites has started.
