Participation and transparent structures in the post-2015 adaptation architecture

Objective and activities

This project was working to enable particularly civil society in developing countries to provide constructive input on the implementation of adaptation measures under the Adaptation Fund (AF) and on policy processes related to the Fund itself. The project has created a network of non-governmental organisations (NGOs) that serves as an independent observer for both the implementation of AF projects as well as climate finance instruments. The network has set up platforms for dialogue with civil society actors and decision-makers; it also organised field visits, promoted networking, created official submissions for international policy processes and carried out studies. This helped to improve the implementation of AF projects and furthered the national debates on climate change adaptation. To this end, the project was generating information materials for use in the target countries and regularly published analytical papers and reports. Using the project website and meetings of the AF steering committee, the project was promoting knowledge exchange and strategy development among the partners. It also systematically fed experiences generated within the context of the AF into debates on the Green Climate Fund (GCF), as well as the Paris agreement.

State of implementation/results

  • Project completed
  • The Adaptation Fund NGO Network has been established and already includes around 200 member organisations
  • Systematic observation of AF projects has been conducted in ten countries in order to generate recommendations for more effective implementation
  • Regional exchange fora established through workshops in Togo, Jamaica, Honduras, Cambodia, South Africa and Tanzania
  • Participation at the civil society organisations dialogue at the Adaptation Fund Board meetings
  • Experiences gathered from the AF have been processed and fed into the discussions of the UN Framework Convention on Climate Change (UNFCCC) on the Green Climate Fund
