Objective and activities
The aim of the project is to support the DR in implementing its national climate-compatible development plan (CCDP) in the waste and cement sectors. The aim is to introduce alternative energy sources into the cement industry through ‘co-processing’, which means that waste is used to replace fossil fuels in energy-intensive industrial processes. This approach reduces GHG emissions as well as dependence on fossil fuel imports. Furthermore, the introduction of a corresponding waste management system can reduce environmental pollution and open up new income opportunities for local waste collectors. To support this process, the project is strengthening institutional structures and building up the knowledge base. In cooperation with partners, the project is developing nationally appropriate mitigation actions (NAMAs), implementing pilot measures in selected fields of action, and introducing a system to monitor GHG emissions, mitigation actions and project impacts (MRV).

State of implementation/results
- Training of 15 institutions in MRV systems and NAMA approaches. In addition, support of "round tables" to develop further NAMA approaches together with the partner organizations (inter alia NAMA Energia).
- Provision of technical inputs to regulations in waste legislation with respect to the co-processing, including: revision of the draft of the "General Waste Law" with focus on producer liability, old tires regulation (adopted in March 2015), administrative regulation for the thermal recycling of household refuse.
- Organisation of a regular dialogue on waste legislation (Plataforma de Dialogo)
- For the purpose of supply chains from municipal / industrial waste organisation of workshops on co-processing for the target group waste pickers. In addition, in-depth analysis of waste streams in the pilot regions with the aim of identification of high quality caloric waste with low transport distances and low processing costs.
- Implementation of a journalist competition on climate change.
