Support of Costa Rica's carbon neutrality strategy as a model for low carbon development (phase II)

Objective and activities

Costa Rica has set itself the goal of becoming carbon neutral by 2021. With the assistance of the project "Support for the climate neutrality strategy of Costa Rica" significant progress was achieved since 2009, esp. in building institutional capacity and in the development of NAMAs. The coherent and transparent implementation of the various mitigation activities in the context of a low-carbon economic development is however still one of the core challenges of Costa Rica on the way to the low-carbon country. This is also a key priority of the new government since May 2014. The proposed project builds on the already achieved impacts and supports Costa Rica in the sustainable and traceable attainment of its international climate targets through the development and implementation of instruments of a climate-compatible governance incl. corresponding monitoring and funding mechanisms.

State of implementation/results

  • Advising the Ministry of the Environment on the establishment of a Civil Society Climate Advisory Council (Consejo 5c) with representatives of u. a. Indigenous people, women, NGOs, trade unions and industry. Formally launched in February 2018, this Climate Advisory Council now meets regularly and has developed a work plan.-- Together with the national insurance regulator SUGESE, a planning workshop on climate risks was organized, in which access to climate data was identified as a key factor for the further development of climate risk insurance mechanisms.
  • Together with the National Banking Authority SUGEF, a method for monitoring climate financing in the banking sector is being developed. The aim is to step-by-step deliver information on the component "climate financing" in the national climate monitoring system SINAMECC.
  • Co-organization and co-financing of the "National Environmental Fair Costa Rica" (Feria Ambiental 5. - 7.6.2018 of the Ministry of the Environment MINAE). Together with the IKI projects Biocorredores, MiTransporte and NSP Café, this project informed more than 5000 visitors about the topics electromobility, resilient cities, climate-friendly coffee production and bio-corridor management through keynote speeches, workshops, panel discussions and an information booth:… Successful projects to reduce emissions at subnational level (municipalities) are systematised and prepared by the project for input into the national and regional dialogue.-- Pilots on mitigation on integrated waste management with municipalities.-- Support to the national program for certification of climate-friendly companies (Programa Pais).-- Elaboration of a methodology to measure the greenhouse gas and water footprint in the banana industry (jointly with FAO)
