Support Project for the Implementation of the Paris Agreement (SPA)

Objective and activities

The project strengthens the capacities of partner countries to successfully implement climate policy, reduce greenhouse gases, and increase adaptive capacity, and thus helps them to contribute to achieving the long-term objec-tive of the Paris Agreement. It provides a link between German international climate policy and development cooperation. The project supports the initia-tives: 1) IKI NDC Support Cluster, 2) NDC Partnership (NDCP), 3) 'Partner-ship on Transparency in the Paris Agreement' (Transparency Partnership) and 4) Low Emission Development Strategies Global Partnership (LEDS GP). It contributes to capacity building, disseminates climate policy knowledge, and cases studies. Within the NDC Cluster and the NDCP, the project fosters coordination among the various stakeholders to promote efficient and tailor-made support for NDC implementation. In Morocco and Peru, it coordinates the NDC Cluster’s in-country activities.

Supporting International Mitigation and MRV Activities (IMMA)

State of implementation/results

  • Since June 2018, SPA collaborates with the Low Emission Development Strategies Global Partnership (LEDS GP) to amplify the impact of the IKI NDC Support Cluster (short: NDC Cluster) and provides additional technical support to bilateral projects of the International Climate Initiative. The LEDS GP intends to advance NDC implementation and raise ambition in over 80 developing countries already participating in the LEDS GP.
  • Development of processes and formats as part of the NDC Partnership (NDCP) to analyse the support that partner countries need to implement NDCs and select appropriate advisory approaches and financing from various partners, experts , and finance institutions.
  • Development of formats for analysing lessons learned from successful NDC implementation and financing from NDCP and NDC Cluster countries.
  • The topic adaptation to the impacts of climate change has been integrated into the support provided to the NDCP, the NDC Cluster, and the Partnership on Transparency in the Paris Agreement (short: Transparency Partnership)).
  • "Good Practice" case studies on mitigation and adaptation are being developed.
  • Through the NDC Helpdesk of the NDC Cluster a training on green-house gas (GHG) inventories was conducted in Mali for the Ministry of Environment in cooperation with the Food and Agriculture Organization of the United Nations (FAO) (03/2018).

Annual Partnership Retreats (APR):

  • October 2018: 7th APR planned in Seoul with a focus on the implementation of the transparency framework.
  • September 2017: 6th APR in Georgia (www.transparency-partnership.net/…) on the climate policy dialogue between climate negotiators and practitioners, focusing on the Paris Agreement, the transparency frame-work and NDCs.
  • August-September 2016: 5th APR in Cape Town/South Africa (www.transparency-partnership.net/…).

Asian-Pacific Regional Group

  • March 2018: Regional workshop in Bangkok/Thailand on measurement, reporting, verification (MRV) in the sectors waste, transport and agriculture, forestry and other land use as well as the Enhanced Transparency Framework.
  • December 2017: Participation of the Transparency Partnership in the Asia LEDS Forum (www.transparency-partnership.net/…).

Anglophone African Group

  • April 2017: 5th Regional Workshop "Converting Nationally Determined Contributions (NDCs) into Implementable Mitigation Actions" in Accra /Ghana in cooperation with FAO and UNFCCC (www.transparency-partnership.net/…).

African Regional Group for French-speaking Countries (Cluster Francophone)

  • August 2017 and May 2018: 7th Regional Workshop focused on financing climate protection measures and GHG inventory preparation (www.transparency-part-ner-ship.net/…) and the 8th Regional Workshop on monitoring & evaluation of adaptation (www.transparency-partnership.net/…) co-organised and co-funded by Belgium, France, Switzerland, and by the Moroccan Climate Change Competence Centre 4C.

African Regional Group for Portuguese-speaking countries (Cluster Lusophone)

  • June 2017: 1st workshop of the Lusophone regional group (Cluster Lusophone) on MRV/transparency in Lisbon/Portugal in cooperation with UNDP, Belgium, Brazil, and Portugal (www.transparency-partnership.net/…).

Regional Group for Latin America and the Caribbean (Spanish-speaking)

  • August-September 2017: Participation of the Transparency Partnership in the NDC Regional Dialogue Latin America in Quito, Ecuador as coorganiser with i.a. UNFCCC, UNDP, and CCAP. The exchange focused on the energy sector and financing (www.transparency-partnership.net/…).
  • September 2017: 4th Regional Workshop for Latin America on transparency and accounting together with the IKI project “Accounting Rules” (www.transparency-partnership.net/…).

  • Webinar series: NDC Accounting (June-July 2017), Transparency and NDCs (November 2017), Monitoring and evaluation of adaptation (June 2018) (www.transparency-partnership.net/…).
