Support Project for the Implementation of the Paris Agreement (SPA)

Objective and activities

The project strengthens the capacities of partner countries to successfully implement climate policy, reduce greenhouse gases, and increase adaptive capacity, and thus helps them to contribute to achieving the long-term objective of the Paris Agreement. It provides a link between German international climate policy and development cooperation. The project supports three initiatives (co-)founded by BMU: 1) IKI NDC Support Cluster, 2) NDC Partnership (NDCP), 3) 'Partnership on Transparency in the Paris Agreement'. It contributes to capacity building by providing advisory services and platforms for exchange. In addition, it pools and disseminates climate policy knowledge and cases studies. Within the NDC Cluster and the NDCP, the project fosters coordination among the various stakeholders to promote efficient and tailor-made support for NDC implementation. In Morocco and Peru, it coordinates the NDC Cluster’s in-country activities.

State of implementation/results

  • Development of processes and formats as part of the NDC Partnership (NDCP) to analyse the support that partner countries need to implement NDCs and select appropriate advisory approaches and financing from various partners, expert organisations, and finance institutions.
  • Development of formats for analysing lessons learned from successful NDC implementation and financing from NDCP countries.
  • New project component for adaptation to the impacts of climate change active since 10/2017; topic will be integrated into the support provided for the three initiatives NDCP, Partnership on Transparency in the Paris Agreement (PATPA), and IKI NDC Support Cluster (NDC Cluster)).
  • Annual Partnership Retreats (APR): September 2017: 6th in Georgia (…) and August/September 2016: 5th in Cape Town/South Africa (…) on the climate policy dialogue between negotiators and practitioners with high-profile participants roughly 25 countries. Focus: Paris Agreement, transparency framework, and NDCs.
  • June/July 2017: Webinar series on NDC Accounting (…).
  • August 2017 & December 2016: 7th & 6th Regional workshops of the Cluster Francophone of PATPA on financing of mitigation actions & development of GHG inventories (…).
  • June 2017: First workshop of the lusophone regional group (Cluster Lusophone) of PATPA on transparency and MRV in Portugal (…).
  • May 2017: Joint implementation of the Global NDC Conference 2017 ( with the Low Emission Capacity Building Programme of the United Nations Development Programme (UNDP LECB) and LEDS Global Partnership and in collaboration with the NDC Partnership; topics: integrated governance, financing NDC implementation, transparency, regional, and global cooperation.
