Supporting the Chinese Government in the Introduction of Regulations, Norms and Standards for Natural Refrigerants

Objective and activities

The project assisted China’s Ministry of Environmental Protection in developing a climate-compatible policy as well as standards and regulatory provisions to support the use of climate-compatible natural refrigerants. To this end, it compiled a summary of the legislation already in place in selected countries, taking into account all the technical, economic and environmental aspects of the use of natural refrigerants. On this basis, the project partners developed an action plan to promote the application of regulatory and financial instruments as well as market-based incentives for the production of environmentally sound air-conditioning systems which do not use climate-damaging fluorinated gases.

State of implementation/results

  • Project completed
  • Chinese standard on the use of natural, flammable refrigerants in air-conditioning systems (GB4706.32) developed, which came into force on Mai 2013.
  • Civil-society and private-sector actors consulted on the drafting of the final decision document.
  • The partners commissioned a five-year action plan inter alia with help of a risk analysis for the usage of combustible refrigerants; the project furthermore developed a safety manual for installations and services regarding the propane-based refrigerants, including curricula and training material.
