Supporting the implementation of an emissions trading scheme (ETS) in Ukraine

Objective and activities
The project supports the Ukrainian Ministry for the Environment to develop the necessary prerequisites for establishing an emissions trading scheme (ETS). At the national level, the development of an administrative structure and necessary capacities will be supported. In addition, the partner will be enabled to develop a technical understanding for setting the emissions cap on the basis of different emission scenarios, which will serve as the main factor in the decision making process. Furthermore, the project assists in the elaboration of rules and procedures for the allocations of emission allowances as well as in the adaptation of the EU's registry. At private sector level, technical capacities for the development of monitoring plans and emission reports as well as for the verification of emission reports are created.
State of implementation/results

- Workshop series on ETS design and implementation for ministerial decision-makers started on 29.08.2018
- A precondition for the functioning of an ETS is a reliable MRV system for the measurement, reporting and verification of GHG emissions. The project was actively involved in the participation process of the MRV Law.
- The project supports MENR in developing an electronic data management system (DMS) for plant-based GHG emissions in Ukraine. Together with IT experts from Ukraine and Turkey, where a similar system was developed with ICI-support, a software design was developed that is now being implemented step-by-step.
- The functioning of ETS was presented in the course of a conference in Dnipro on environmental and climate protection, which has been organized by the German conculate general and attracted many environmental NGOs as well as local and regional authorities.
