International Partnership on Mitigation and MRV: Technical workshop on implementing MRV systems

The South African Department of Environmental Affairs (DEA) hosted the first technical workshop of the International Partnership on Mitigation and MRV in Hazyview, South Africa from 26 to 29 June 2012. Twenty government representatives from twelve developing and industrialised countries took part, along with consultants from organisations such as the Organisation for Economic Co-operation and Development, the World Resources Institute, Ecofys and the Climate Policy Initiative (CPI). The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) was responsible for designing and carrying out the workshop as part of two International Climate Initiative (ICI) projects. 

The workshop focused on the implementation of systems for the measuring, reporting and verification (MRV) of greenhouse gas emissions and projects for reducing them, and on their positive impacts on the development of affected countries. The workshop helped to 'demystify' the topic. Numerous examples illustrated the importance and benefits of MRV systems for developing countries. They also showed that a functioning MRV system can build on existing elements. On this basis, the participants discussed specific steps for implementing such systems. The workshop enabled North-South and South-South exchange, which highlighted the various perspectives and approaches. Despite having different national contexts, the participants jointly identified success factors for implementing national MRV systems. Based on these, they made recommendations on topics to be looked at in more detail through the Partnership.

The participants now want to bring the insights gained into the processes in their respective countries. ICI projects provide support in this work for some countries, for example in South Africa.

Further meetings are planned in the framework of the Partnership. The next technical workshop on the MRV of policies, measures and actions in the Chilean energy sector is to take place on 24 and 25 July 2012 in Santiago de Chile.
