Climate Transparency

The project combined climate assessments and expertise by organisations in G20 countries. The Climate Transparency partnership utilised comparable, concise and comprehensive data to analyse the G20's progress in the transformation to net-zero economies. The Climate Transparency Report (until 2019 “Brown to Green Report”) provides information on all G20 countries in a Summary Report and focuses on each country in separate Country Profiles. It provides information on emission reductions, vulnerability and finance as well as on just transition. The project strengthened the knowledge of stakeholders in G20 countries, and enhanced their capacity to initiate ambitious climate action in their countries. Workshops, briefings, publications and media reports informed government representatives, NGOs, think tanks and companies about the state of climate protection in the world's largest economies.

State of implementation/results

  • Project completed.
  • Climate Transparency consists of 16 organisations from 14 of the G20 countries. Its members work together to strengthen climate change mitigation in the G20 and jointly develop formats to increase the transparency of the G20's climate change mitigation performance.
  • Together with Germanwatch (until 2019) and Climate Analytics (from 2020), the Berlin Governance Platform acted as the Secretariat for the coordination of Climate Transparency. Funding by the International Climate Initiative (IKI) has enabled particularly close cooperation with the organisations Foundation Environment and Natural Resources (Fundación Ambiente y Recursos Naturales, FARN) (Argentina), Climate Center/Centro Clima (Brazil), Energy Systems Research Group (ESRG) at the University of Cape Town (South Africa), The Energy and Resources Institute (TERI) (India), Institute for Essential Services Reform (IESR) (Indonesia), Climate Inititive Mexico (Iniciativa Climática de México, ICM) (Mexico), as well as with ODI for specific climate finance issues. Cooperations also included, among others: Canadian Institute for Climate Choices (CICC) (Canada), Beijing University (China), IDDRI (France), ECCO Climate – The Italian Climate Change Think Tank (Italy), Institute for Global Environmental Strategies (IGES) (Japan), Solutions for Our Climate (SFOC) (South Korea) and Istanbul Policy Center (IPC) (Turkey).
  • The annual Climate Transparency Report (until 2019 Brown to Green Report) consists of 20 country profiles and a summary report. Using more than 100 indicators, the climate policies of all G20 countries are analysed and assessed in relation to the climate targets set out in the Paris Agreement.
  • In addition to the core analyses on mitigation, adaptation and financing of climate change mitigation, special topics were brought into focus in the reports each year. For example, challenges in the transition of the G20 to net-zero emissions, the use of COVID recovery programmes for climate-neutral development or most recently the effects of the global energy crisis on climate change mitigation were addressed.
  • Climate Transparency places particular emphasis on presenting its findings in a way that is understandable and appealing to a broad audience. The Partnership's publications and events therefore regularly receive a broad response in the media, society and politics.
  • In several working groups, the partner organisations developed and published a series of special reports ("deep dives") on issues of particular importance in their countries, which served as a basis for dialogue and exchange on improved implementation. In particular, topics such as the coal phase-out, the challenges of the energy transition and the transition to sustainable transport systems as well as the role of the annual G20 presidencies in promoting climate change mitigation were addressed.
  • Meetings, information events and workshops were held every year at the national and international levels. In a number of partner countries, stakeholder events and discussion forums were offered on specific topics of relevance in the countries, e.g. in Argentina on the role of central banks in climate finance and on increasing transparency in the implementation and reporting of climate action in Mexico.
