Mitigation Momentum II

The project supported nationally appropriate mitigation actions (NAMAs) in the partner countries and improved the institutional structures, supporting the partner countries in increasing their contribution to global climate change mitigation. To this end, the project developed strategies for financing mitigation activities. Furthermore, it seeked to communicate best practices related to the implementation and financing of mitigation strategies. Phase II built on Mitigation Momentum I, which supported Chile, Indonesia, Kenya, Peru and Tunisia in developing NAMA proposals. These proposals (with the exception of Chile) continued to be supported regarding financing and implementation, and in some cases additional NAMAs were developed. Additional countries developing NAMAs were Ethiopia, Georgia, and Thailand. Through the NAMA Annual Status Report published by the project and specific research on NAMA-related topics, the project also informed the international debate on NAMAs.

State of implementation/results

  • Project completed.
  • Side events during the climate negotiations brought the international NAMA stakeholders together and promoted an exchange of experience and peer-to-peer learning.
  • Contributions to the international NAMA debate through publications on NAMAs and their financing, especially Annual Status Report on NAMAs & Updates: overview of the global status of NAMA development and implementation, additionally: "Landscape of Multilateral Climate Finance for NAMAs" and "Role of the Private Sector in Different Stages of NAMA Development and Delivery".
  • Support to seven partner countries in NAMA development: 1) Ethiopia: Support for the development of a NAMA on off-grid power production based on renewable energies (RE) by the Energy and Environment Ministries: Final NAMA concept. 2) Georgia: Support for the development of a NAMA on energy efficiency in the building sector by several ministries: Finance-ready NAMA registered at the UNFCCC NAMA Registry in 02/2016. 3) Indonesia: Support for the further development of a NAMA on small RE projects in North Sumatra and assessment of the potential for expanding the approach across the country with the Energy Ministry and the Ministry for Development Planning BAPPENAS; published three briefing papers on the barriers, potentials, and related policy recommendations of expanding RE as a basis for the further NAMA development. 4) Kenya: Support for the development of a NAMA on access to modern energy services through RE for rural households by the Energy Ministry with GIZ and the Dutch development agency SNV: Finance-ready NAMA concept. 5) Peru: Support for the further development of a NAMA on sustainable energy production from biomass waste from the agriculture and forestry sectors by the Ministries of Environment and Energy: Finance-ready NAMA concept presented at COP21. 6) Thailand: Support for the development of a NAMA on the transformation of the market for energy service companies (ESCOs) in Thailand by the ministries for environment and energy in cooperation with GIZ: Finance-ready NAMA concept finalised and submission to the Green Climate Fund (GCF). 7) Tunisia: Support of the National Energy Agency ANME in the development of a NAMA in the building sector with GIZ: Finance-ready NAMA proposal with detailed financial mechanism and MRV system finalised.
