Locally appropriate mitigation actions in Indonesia (LAMA-I)


Objective and activities

LAMA-I will support Indonesia’s global leadership in reducing land-based emissions through an integrated NAMA/REDD+ approach by strengthening capacity for local governments to combine development and spatial planning and to synergize climate-change mitigation and adaptation actions through multiple stakeholder negotiations. A recent Presidential Decree mandates all local government levels to develop plans as part of Indonesia's NAMA, but capacity to do so is unevenly distributed. Under the guidance of the National Planning and Development Agency (Bappenas), the project will improve the methods that can be used at local government level and support capacity strenghening in strategically selected districts and provinces.

State of implementation/results

  • GE-LAMA-1 facilitates BAPPENAS in conducting national wide trainings for the revision of local mitigation action plans using LUMENS (land use planning for multiple environmental services), a tool developed by the project.
  • Support of a south-south-dialogue between Indonesia and Brazilian experts working in climate change planning, policy, finance, and land use mitigation that was held in Brazil from October 12th to October 16th.
  • In collaboration with BAPPEDA (Provincial planning agency), the project developed guidelines for mainstreaming Green Economy into districts Mid-Term Plans (upscaling).
  • Supported the pilot districts to review the first drafts of Low Emission Development Plans from 20 to 24th October 2015.
  • NAMA development is in progress (POME, MORRE, smart Agriculture, and Cocoa Agroforestry). The NAMA concepts have been discussed and presented at NAMAs Update meeting in Jakarta on 6th of October.
  • The project supported a side event in the Indonesia Pavilion at COP 21 in Paris under the title “Making Green Economy Work: exploring potential through mitigation actions”.
