Collaborative Instruments for Ambitious Climate Action (CI-ACA)
The lack of incentives for avoiding carbon emissions is a root cause of the climate crisis. Pricing emissions helps align economic systems with low-carbon development. The CiACA project is part of the UNFCCC work programme and supports developing countries in adopting price-based mitigation instruments. Implemented with the UNFCCC Regional Collaboration Centres (RCC), CiACA contributes to achieving the goals of the Paris Agreement. Following the adoption of the Article 6 rulebook at COP26 and further guidance expected at COP29, CiACA plays a key role in supporting both national carbon pricing systems and international cooperative approaches. The project guides countries through the consideration, design, and implementation of pricing instruments, especially carbon pricing, as a means to raise ambition in their NDCs. From 2025 onward, CiACA will focus on integrating these instruments into countries’ updated NDCs 3.0, helping to raise targets and support implementation through 2035.

State of implementation/results
- The work programme entered its third phase (CiACA 3.0) in July 2022.
- Bilateral support:
- Between 2022 and 2023, the six UNFCCC Regional Collaboration Centres (RCCs) each recruited a Regional Expert on carbon pricing and Article 6, funded by the CiACA project. The Regional Experts support national governments through technical advice, capacity building and awareness raising activities to develop or implement price-based instruments and participate in carbon markets under Article 6. Through these experts, CiACA also contributes to the implementation of the UNFCCC Article 6 Capacity-building Programme by supporting country-level technical assistance, regional workshops and knowledge-sharing activities to strengthen Parties’ readiness for Article 6 implementation and carbon market participation.
- By the end of 2025, 28 countries and regional organisations had made progress in the consideration, design, adoption or implementation of domestic carbon pricing approaches or carbon markets through CiACA support, including technical studies and capacity-building workshops across Africa, Asia-Pacific, Latin America and the Caribbean, as well as the West African Economic and Monetary Union (WAEMU).
- By the end of 2025, a total of 18 country studies had been completed or were ongoing under the CiACA 3.0 phase.
- Of these, the work programme supported studies on the consideration and development of domestic carbon pricing instruments in five countries or regional organisations, studies on capacity building and the consideration of Article 6 market mechanisms in seven countries, while three countries received support through studies covering both domestic carbon pricing instruments and Article 6.
- In 2025, three countries received support for the integration or implementation of carbon pricing instruments as part of their NDC 3.0.
- Global activities and events:
- In collaboration with international and local partners, the project organises and conducts the Regional Dialogues on Carbon Pricing (REDiCAP). The purpose of these workshops is to raise awareness, take stock of ongoing activities and initiatives, and share initial experiences, successes, challenges and subregional perspectives on the consideration and adoption of economic and market-based instruments. In 2025, six REDiCAPs were organised; in 2024, five REDiCAPs; and in 2023, four REDiCAPs were held as part of the Regional Climate Weeks.
- At COP29 in Baku, the project organised a special event titled "CiACA around the world – RCCs' support for carbon pricing" (16 November 2024).
