Viet Nam Nature-based Solutions for Adaptation in Agriculture through Private Sector Transformation (VN-ADAPT) Programme
With much of its population reliant on agriculture, Viet Nam is highly vulnerable to climate change. ‘Nature-based solutions’ (NbS) can be suitable and cost-effective adaptation options. This project takes an innovative approach by focussing on market-based solutions and development of inclusive value-chains in partnership with the private sector. By partnering with a range of companies the project will accelerate the adoption of these solutions by farmers and cooperatives in their supply chains. Underlying barriers will be addressed, including better data and evidence, stronger public-private dialogues, enhanced institutional capacity and a more supportive policy and enabling environment for NbS for adaptation. A network of banks and impact investors will be supported to invest in and lend to households and companies needing finance, and the project will mobilise more investment by influencing design of forthcoming development loans and blended finance facilities.

State of implementation/results
- Conducted desk research and scoping analyses of national and local financial institutions and investors in the Mekong Delta and Central Highlands and prepared a sustainable budgeting approach.
- Analysed existing water resource management models to identify suitable models for hazard and climate vulnerability and risk assessments in the two project regions.
- Several key activities were carried out. In collaboration with GIZ, a summary on the status of Other Effective Area-Based Measures (OECMs) in Vietnam was developed and published, providing insights into current recognition efforts.
- Potential OECMs in freshwater, coastal, and marine areas of the Mekong Delta were analyzed using rice cropping and other datasets. This desk study will be further refined through field visits and provincial consultations once the project is approved.
- Precipitation data from selected Global Climate Models were downscaled to 4 km resolution and extreme precipitation indices for a 30-year period were derived.
- A technical paper was prepared on applying high-resolution climate projections to climate risk studies, with approaches and methodologies to be further applied to downscaling work in the Mekong Delta and Central Highlands.
- Using the PEOPLE-ER radar analysis tool, types of rice cropping in the Mekong Delta were identified and classified to support monitoring.
- Following the ICD/MAE appointment letter dated 10 July 2025, APMB promptly convened a meeting with ICD, relevant departments, and the consortium to review and update the Project Document originally submitted in February 2025 by the previous Focal Point. In early August 2025, the revised Project Document was submitted by APMB to ICD for review and subsequent circulation to relevant ministries and provinces for official comments.
