Thai-German Cooperation on Energy, Mobility and Climate (TGC-EMC)
The project will support Thailand’s efforts to reach carbon neutrality by 2050. Focusing on the two most important sectors in terms of emissions, it will support the operationalisation of the power and transport’s transition through technology and knowledge transfer as well as policy, regulatory and business model development support. A clear focus will be put on sector coupling to encourage the tackling of issues shared across sectors which slow the energy transition. This cross sectoral support to implementation will also translate into city labs in which the technical, regulatory and business support will be operationalized along with local stakeholders in an urban set up and will integrate a scaling up plan. Finally, the project will provide significant support in the field of climate finance. The Thai Climate Finance Initiative (ThaiCI) will provide seed funding to a number of local projects along with capacity development to both the funder manager and potential recipients

State of implementation/results
- 10 locations were selected as “City Labs” to pilot innovative solutions, including Nakhon Sawan, Saraburi, Chonburi, Krabi, Phuket, Nakhon Ratchasima, Bangkok, and Kanchanaburi. The solutions implemented were tailored to the context of each location—for example, sustainable biomass use from rice and sugarcane residues for clean energy generation (Nakhon Sawan), electrification of feeder systems (Bangkok), and hybrid solar pumping with digital monitoring (Chonburi), among others.
- The approval process for ThaiCI proposals by the Environment Fund Committees, composed of representatives from relevant government agencies, is ongoing for the first two calls on greenhouse gas mitigation and adaptation in the hotel and iron & steel industries. ThaiCI is also currently receiving proposals from the food and beverage sector. Capacity development activities, including trainings and workshops, are being conducted on both project development and implementation skills, as well as on technical topics related to mitigation (e.g., baseline development, MRV) and adaptation (e.g., adaptation rationale).
- As part of strengthening climate action in transport, capacity development included a seminar on “Transport Sector Readiness towards NDC 3.0” with the Office of Transport and Traffic Policy and Planning (OTP), and a two-day training on Measurement, Reporting, and Verification (MRV) delivered to the Traffic and Transport Department (TTD) under the Bangkok Metropolitan Authority (BMA). These initiatives strengthened political partners’ understanding of national carbon neutrality objectives and mitigation actions, while enhancing their capacity to monitor progress against the Bangkok Climate Change Master Plan and NDC 3.0 targets in support of Thailand’s carbon neutrality goals.
- Building on the first National Stakeholder Dialogue Platform held on 5 November 2024, TGC EMC is preparing the National Stakeholder Dialogue Series “Synergised: Accelerating Sector Coupling to Power a Decarbonised Future.” The event took place on 28 October 2025 in Bangkok, focusing on sector coupling solutions between energy and transport, as well as energy and agriculture.
- The project has partnered with the Bangkok Metropolitan Administration to develop a new Solar PV Rooftop Guidebook, aimed at raising public awareness on installation practices and regulatory requirements in urban areas. The second ideation workshop on 11 March 2025 invited stakeholder feedback on the revised draft and introduce the Bangkok Solar City website as a public platform to raise awareness and comprehensive understanding on Solar PV installation.
- A launch meeting is being planned with Taksin Hospital and stakeholders, including IFC, to initiate data collection and activities for a pilot on energy efficiency management and GHG emission reduction in designated buildings as part of the renewable energy and industry components.
- The transport component, in collaboration with the Electric Vehicle Association of Thailand (EVAT) and King Mongkut’s University of Technology Thonburi (KMUTT), is implementing a City Lab project on motorcycle taxi electrification in Bangkok. The initiative supports Bangkok’s broader vision for EV integration and mobility decarbonisation through feeder system electrification.
- The transport component is mobilising City Labs to promote sustainable urban mobility solutions in four pilot areas: Phayathai and Din Daeng districts in Bangkok, Saen Suk municipality in Chonburi, Nakhon Ratchasima municipality, and Phuket. Working with local agencies and key stakeholders, the initiative pilots solutions for decarbonising and electrifying urban transport.
- On 26 May 2025, the renewable energy component, in collaboration with the CASE project, held a ‘Vision 2030 for Energy Transition Deployment in Thailand’ workshop with key public and private sectors. The event provided a platform to discuss the critical role of renewable energy in enhancing Thailand’s energy security and advancing carbon neutrality in the power sector by 2030.
- The industry decarbonisation component, in partnership with the Thai Cement Manufacturers Association (TCMA), completed a study on “Transitioning Thailand’s Cement Industry Towards Carbon Neutrality” and organised a workshop to advance the sector’s decarbonisation roadmap and the Saraburi Sandbox.
- The renewable energy component is working on a City Lab project to promote energy efficiency and energy management in the hotel and tourism sector in Krabi province. The initiative is being developed in integration with the “Krabi Goes Green” programme of the Krabi Provincial Administrative Organisation (PAO), with the aim of advancing green tourism and sustainable development in the province.
- On 5 - 13 July, the biomass component hosted a study tour “Learning Journey on Agriculture & Energy in Germany” with a Thai delegation comprising high-level decision makers and technical staff from the Thai Ministry of Agriculture and Cooperatives to explore practical examples and policy approaches that illustrate synergetic collaboration between the agricultural and energy sectors.
- The biomass component officially launched “Piloting the Sustainable Use of Rice Straw in ASEAN Countries (A Feasibility Study)” at the 32nd ASEAN Sectoral Working Group on Crops Meeting on 15 July 2025 in Indonesia. Co-funded by the SFF Rice Straw Project, this study assesses innovative methods to utilise rice straw and reduce open burning, a common practice across Southeast Asia.
- Between 7 August 2025 and 26 August 2025, the renewable energy component installed the solar water pumping at Nong Yai, Chonburi as a demonstration site for renewable energy technologies for agriculture purpose. This is a cooperation between TGC EMC and the Agriculture Land Reform Office (ALRO), under the Ministry of Agriculture and Cooperative.
