Supporting China’s climate targets through ambitious green and low-carbon energy transition
China’s growing energy demand, its still coal dominated electricity mix, and growing concerns on energy security pose significant challenges on energy decarbonisation. Within the framework of the Dialogue and Cooperation Mechanism on Climate Change and Green Transition between Germany and the Government of the People's Republic of China, this project aims to support China’s ambitious green and low carbon energy transition by developing feasible transition measures for two Chinese pilot provinces (Jiangsu and Sichuan) in collaboration with two German federal states (Baden-Württemberg and North Rhine-Westfalia). The National Development and Reform Commission (NDRC) can use the best practices developed as models for replication and adaptation in other Chinese provinces. This project will help coordinate and enhance the effectiveness of energy and climate policies at national level and contribute to a more comprehensive and synergistic energy transition across the country.

State of implementation/results
- In 05/25 an online exchange on “Energy Sector Carbon Peaking and Carbon Neutrality Strategies” was organised between the Ministry for Economic Affairs, Industry, Climate Action and Energy of the State of North Rhine-Westphalia (MWIKE), the Baden-Württemberg Ministry for the Environment, Climate and Energy (UmweltBW), German Embassy Beijing, the Development and Reform Commission Jiangsu (DRC Jiangsu), the Development and Reform Commission Sichuan (DRC Sichuan), China Electricity Council (CEC), Wuppertal Institute (WI) and GIZ. The exchange improved the mutual understanding on the present decarbonisation policy frameworks.
- In 06/25 a delegation with energy experts from North Rhine-Westphalia (NRW) and Baden-Württemberg (BW) travelled to Jiangsu and Sichuan. The delegation visited an ultra-high voltage converter station, a source-grid-load-storage platform and a clean energy technology exhibition centre. They learned about a smart grid application and zero-carbon industry park concepts as well as the hydrogen, storage and future grid systems research and technology development in Tianfu Yongxing laboratory. The German states’ experts exchanged with experts of the two Chinese provinces on the topics including power market, renewable energy development, hydrogen, and smart grid. The site visits and round-table discussions strengthened the exchange and mutual learning on energy transition in both countries.
- Also in 06/25, the project kick-off was held in Nanjing with participants from China’s National Development and Reform Commission (NDRC), Federal Ministry of Economic Affairs and Energy (BMWE), DRC Jiangsu, DRC Sichuan, MWIKE (online), UmweltBW (online), German Embassy Beijing, CEC, WI, GIZ, Baden-Württemberg International, NRW Global Business, an expert delegation from NRW and BW and experts from the electricity sector of the Jiangsu and Sichuan. CEC and WI presented preliminary findings from their ongoing work on compiling “Energy Transition Status Reports” for the two provinces and two federal states.
