Supporting Preparedness for Article 6 Cooperation (SPAR6C)

To engage the private sector in the implementation of nationally determined climate contributions (NDCs) and raise ambition, the project uses cooperative approaches under Article 6 of the Paris Climate Agreement. This promotes the development of a cost-effective carbon market. The project facilitates the development of transformative pilot projects for specific internationally transferred mitigation actions (ITMOs) through research-based capacity building in four partner countries. The project develops best practice tools and approaches for the implementation of cooperation mechanisms. The country-specific implementation in each of the countries focuses on the three work areas "long-term climate change planning", "institutional preparation for possible transactions" and "design and implementation of Article 6 pilot projects".

State of implementation/results

  • SPAR6C established the Community of Practice for Article 6 Implementing Countries (CoP-ASIC). Through the CoP-ASIC, the project shares lessons learned, facilitates global dialogue on Article 6 implementation and aims to cultivate a new generation of carbon market experts in partner countries by engaging students and young professionals in a Research Mentorship Program. To date, the work of CoP-ASIC comprises:
    • 3 Annual CoP-ASIC meetings held (Germany/2022, Thailand/2024, Colombia/2025)
    • National Knowledge Networks established in each country that meet at national CoP-ASIC meetings
    • 23 students completed the Research Mentorship Program
    • Annual reports of the CoP-ASIC published, informing about annual CoP-ASIC meetings, students’ research and professional journeys as well as the local impact of the National Knowledge Networks.
  • SPAR6C develops best-practice tools and approaches for the implementation of cooperation mechanisms:

    • CDM Transition guidance note published on project website and shared with government counterparts
    • Further knowledge products and publications available on project website.
  • Colombia
    • Policy advisory on various aspects of Article 6 implementation (e.g. legal nature and taxation of Article 6 credits, environmental safeguards, MRV, independent carbon standards in Colombia).
    • Supported the integration of Article 6 and NDC mitigation analysis into Colombia’s 2024 Biennial Transparency Report (BTR).
    • Legal support for drafting the Article 6 Decree.
    • Supported the integration of carbon markets into the NDC 3.0 update.
    • Sector analyses of mitigation potential developed for hydrogen, forest restoration, logistics and energy communities.
    • Developed an Accounting Rule Proposal for Article 6 projects, providing recommendations for emissions and removals accounting.
  • Pakistan
    • Supported the finalisation of the Carbon Market Policy Guidelines, launched at COP29 in Baku, and drafting of its Carbon Market Rules and Regulations.
    • Sectoral studies in the waste, transport and cement sectors published, accompanied by a webinar series.
    • Technical Assistance for the development of a Mitigation Activity Design Document (MADD) for the Lakhodair Landfill in Lahore.
    • 16 project ideas in total submitted to government for prioritisation.
  • Thailand:
    • Development of Authorisation Criteria, adopted as part of the International Carbon Credit Trading (ICCG) framework.
    • Development of an Article 6 Operations Manual and technical assistance on determining fee structures.
    • Enhancement of the Thai registry to accommodate Article 6 transactions through technical support to the Thailand Greenhouse Gas Management Organisation (TGO).
    • Sectoral analysis of green innovation drivers developed and published.
    • Drafting of 4 Mitigation Activity Idea Notes (MAIN) supported.
  • Zambia
    • Support of the development of the national Carbon Market Framework (CMF), launched in October 2023, providing a legal basis for Article 6 decision making.
    • Legal and policy support to integrate the CMF into Zambia’s Climate Bill, adopted in February 2025.
    • Legal support for the Statutory Instruments adopted into the Climate Change and Carbon Market Regulation.
    • Sector analyses of mitigation potential developed for forestry, cement, waste, power and livestock. Three sectoral studies (two on Livestock sector, one on Grid Emission Factor) published.
    • Development of MADDs for three GHG mitigation activities (Clean Cooking; Renewable Energy/Power Generation; Renewable Energy/Industrial cogeneration)
    • Supported the development of 27 MAINs, submitted to the Zambian government.
    • Facilitated the signing of Bilateral Agreements for Article 6 between the Governments of Zambia and the Governments of Sweden, Norway and Switzerland.
  • SPAR6C also regularly contributes articles to Carbon Mechanisms Review (CMR), a specialist magazine on cooperative market-based climate action by BMUKN (see further links).
