Support project for implementation instruments of the Global Biodiversity Framework and the Paris Agreement (BioClime)

To effectively combat biodiversity loss and climate change, action must be taken more urgently. The project therefore supports partners through technical inputs, policy advice and exchange in the CBD and UNFCCC negotiations as well as in the design of improved implementation instruments for biodiversity conservation, climate change mitigation and adaptation, such as national biodiversity strategies and action plans (NAP), national determined contributions (NDC), long-term strategies (LTS) and ecosystem-based adaptation (EbA). To this end, the project prepares learning experiences and promotes knowledge exchange, e.g. on biodiversity, natural climate protection, sustainable water management or resource efficiency via international initiatives, partnerships and knowledge networks. These reach many governments and civil societies especially in megadiverse developing countries and enable rapid learning, target-orientated strategies and effective implementation of the globally agreed targets of the CBD and UNFCCC.

State of implementation/results

  • The project provided cross-departmental support to the BMUKN through expert contributions and policy consulting during negotiations on the Biodiversity Convention (CBD) and Climate Framework Convention (UNFCCC), as well as at the interface of biodiversity and climate. Topics were focused on:
    • Nature-based Solutions (NbS) including ecosystem-based adaptation (EbA)
    • Forest and climate protection
    • Plastic-climate nexus
    • Protected area management
    • Mainstreaming
    • Monitoring and reporting
    • Capacity building and related policies
    • Planning processes (e.g., National Biodiversity Strategies and Action Plans (NBSAPs))
    • National climate contributions (NDCs)
    • Public events with inputs from the project:
      • 21.10.-1.11.2024 16th Conference of the Parties to the UN Biodiversity Convention (Part 1) in Cali, Colombia
      • 11.-22.11.2024, 29th Conference of the Parties to the UN Climate Framework Convention in Baku, Azerbaijan
      • 25.-27.2.2025 16th Conference of the Parties to the UN Biodiversity Convention (Part 2) in Rome, Italy
  • The project supported the BMUV in organizing a second dialogue between BMUV and the German associations and expert community regarding assessments, planning, and expectations of German environmental organizations with a view to UNFCCC COP29 and on the way to Baku.
  • In the form of several products, recommendations were made to better utilize synergies between biodiversity protection and climate in international negotiation tracks and related processes:
    • Two papers are focused on preparatory meetings (BMUV internal and departmental coordination).
    • Three further papers (topic and strategy papers) were partly prepared in cooperation with other actors, such as IISD, IUCN, UFZ, or WWF.
    • Another paper addresses options for anchoring a Joint Work Program in climate negotiations.
