Supporting the implementation of NDCs in the Caribbean – transforming the transport and energy sectors towards a low-carbon and climate-resilient future (NDC-TEC)

The project is supporting Caribbean countries at implementing paradigm shifting actions and increasing the ambition of their NDCs. Six countries shall receive tailor-made technical assistance at implementing their NDCs and developing funding strategies for climate-friendly investments. The project supports ministries at aligning sectoral strategies with their NDCs and implementing MRV systems that feed back into increasing ambition for future NDC cycles. Three “transformation flagships” in the priority sectors energy and transport, which have been selected during the preparation phase, form the core of the project. They shall provide evidence for paradigm shift potentials, leverage funding for profound sectoral transformation and work hand-in-hand with the private sector. In the end, the project shall contribute to significant GHG emission reductions and promote climate resilience.

State of implementation/results

  • A strong cooperation structure has been established, both within the implementing consortium of international and regional organisations, as well as with the partner countries.
  • Through the University of the West Indies (UWI), the project has trained over 650 people from across the Caribbean related to electric vehicles. Trainees include university students, public and private sector technicians and teachers. This academic progress is bolstered by the opening of the E-Mobility Laboratory at UWI Mona Campus Jamaica 01/2026. This lab serves as a central hub for training and the development of local climate-related solutions in the CARICOM region.
  • NDC-TEC supported Saint Lucia, Belize and Jamaica with the development of their Nationally Determined Contribution (NDC) ahead of COP30 in Brazil. Grenada’s NDC has also been finalised, and is expected to be submitted to the United Nations Framework Convention on Climate Change (UNFCCC) Secretariat shortly. The support included the development of Low Emissions Analysis Platform (LEAP) models, interagency coordination and stakeholder validation. NDC Implementation Plans are also being updated.
  • Three regional studies were completed on 1) efficient incentive mechanisms for sustainable transport; 2) environmentally sound management of end-of-life for batteries and e-waste and 3) green public procurement in the transport sector. Results and recommendations were delivered to the governments of Grenada, Jamaica and Saint Lucia, and presented to approximately 150 participants across three regional online seminars, hosted by the CARICOM Secretariat.
  • The development of sustainable transport policies of the Government of Grenada and the Government of Saint Lucia nears completion. The Government of Grenada is receiving further assistance to implement their Sustainable Road Based Public Transport Plan, including cashless payments and bus network redesign.
  • The technical design of the pilot investments has been developed in close cooperation with national stakeholders. The pilot investments include:
    • 22 electric vehicles for the government fleet in Saint Lucia including installation of solar equipment and charging infrastructure, for, among others, the following services: police, health, water utility, fire service, Ministry of Infrastructure and the postal service.
    • Electrifying tertiary and vocational institution transport in the Kingston area in Jamaica for the Caribbean Maritime University (CMU), the University of Technology (UTECH) and the Jamaican German Auto School (JAGAS).
    • Electric boats or electric propulsion systems for the Coast Guard, the fishing co-operatives and the Blue Economy Ministry’s Marine Protected Area (MPA) patrol vessel in Grenada, including solar-PV and charging equipment.
