Nature-based solutions for Land- and Seascapes in Indonesia (LASSO)
Inadequate landscape management and unsustainable land use threaten the Indonesias ecosystems. The project mitigates the degradation of land and seascapes in Indonesia, increasing the resilience of ecosystems and thereby promoting climate-resilient livelihoods. National, sub-national and local stakeholders improve spatial and development planning by incorporating principles of green and blue economy. The project promotes sustainable business models, ecotourism as well as integrated waste management, access to sustainable finance and supply chain partnerships. Upscaling will enhance national planning processes and promote a strong interest among farmers—including young people, women and indigenous groups.

State of implementation/results
- The project was launched by the Ministry of National Development Planning of the Republic of Indonesia (BAPPENAS) on 23 January 2023.
- All three selected provinces Bangka-Belintung, Central Java and Central Sulawesi commit to promoting the integrated land and seascape (LaS) approach of the project.
- A village typology study has assessed potential intervention areas, considering their conservation efforts, economic activities, and local stakeholders. For the development of master plans for LaS planning laboratories, a stocktaking of tools was also conducted. The results are used for integrated spatial planning modelling in the master plans in the three intervention areas.
- A study on the current process of integrated spatial planning at national level and in five provinces has been elaborated to develop standard operating procedures among the Ministry of Agrarian Affairs and Spatial Planning (ATR-BPN), Ministry of Marine Affairs and Fisheries (MMAF), facilitated by BAPPENAS’ Spatial Planning Directorate.
- Based on the results of a value-chain assessment, the project focuses on eight commodities. These are pepper and blue swimming crab in Bangka-Belitung, cocoa, coffee, coconut and durian in Central Sulawesi, as well as rice and coconut in Central Java.
- A zero-plastic-waste study was conducted in June 2024 A follow-up study took place from June to August to gather factors influencing behavior and relevant data on waste management. The study highlights needs for change in waste practices in Belitung, followed by Banyumas, Cilacap, and Palu City. The results were shared in the LASSO sub-working group on waste management.
- The project has facilitated the working groups in the three district governments in Central Sulawesi as a platform to exchange on integrated LaS planning, innovative financing, and promotion of green and blue economy. A clear emphasis will be on climate resilience and biodiversity conservation. Two districts in Central Java (Cilacap and Banyumas) issued decrees to establish LaS working groups, and other intervention areas are revising the working group formation to address the new local government structures.
- A national financing strategy, including six financing mechanisms, has been developed and validated in a workshop with BAPPENAS and relevant stakeholders. The national financing strategy outlines the financial mechanisms used in the LaS intervention areas through specific LaS financing strategies in each intervention area.
- A capacity development needs assessment has been completed in all three provinces, highlighting potential topics for further project support. Based on the assessment, training modules for capacity development are designed. The relevant topics for capacity development include biodiversity, LaS planning, finance and waste management.
- The results of the Gender Equality and Social Inclusion (GESI) Action Plan were disseminated in Palu, Central Sulawesi, in July 2025 and are used to strengthen the project implementation towards gender transformative results.
