H2-diplo - Decarbonization Diplomacy

To limit global warming to 1.5°C, greenhouse gas emissions must be significantly reduced. This inevitably requires a shift away from fossil fuels, such as oil, natural gas or coal. Green hydrogen produced from renewable energies plays a key role to decarbonize hard-to-abate sectors, such as the chemical or metal industry. The project advises partner countries on the use of green hydrogen to decarbonise and diversify their economies. Advisory services and dialogue formats carried out by H2-diplo offices in Angola, Kazakhstan, Kenya, Colombia, Nigeria, Saudi-Arabia and the Ukraine, support the development of climate-neutral value chains. In addition, H2-diplo addresses geopolitical questions of the international market ramp-up of green hydrogen, such as shifting power relations on the way to a climate-neutral global economy.

State of implementation/results

    Global component
    • Focus on the geopolitics of the energy transition, including through the "Future Forum Green Hydrogen" conference at the Federal Foreign Office (5/24); decarbonisation dialogues in Mauritania (4/24), Azerbaijan (6/24) and Greece (9/24); COP-29 side event on hydrogen infrastructure (11/24); study launch on the relevance of feminist foreign policy for the energy transition; and several thematic webinars.
    Angola
    • Advising the partner government on drawing up a national H2 strategy and founding an H2 council; organising the second German-Angolan Hydrogen Symposium (12/24) with a focus on the decarbonisation and diversification potential of the Angolan economy; planning to intensify cooperation on climate issues with the Ministry of the Environment.
    Kazakhstan
    • Promotion of national and regional dialogue on H2 opportunities, including through panel events: panel discussion at the opening of the travelling exhibition in Aktau (10/24), panel discussion on the participation of women in the green energy and green hydrogen sector (Almaty 10/24), panel discussion at the opening of the travelling exhibition in Astana (11/24), seminar for recommendations on the national roadmap for decarbonisation (Borovoe, 01/25).
    • Promotion of national and regional capacities in the field of green hydrogen, especially in education, for representatives of the hard-to-abate industrial sectors and for policy makers for the development of national hydrogen policies and potential national use of green hydrogen.
    • Training seminar for teachers and professors from Kazakhstan, Uzbekistan and Turkmenistan in cooperation with the International Power-to-X Hub (Aktau 08/24), CBAM seminar for industry representatives from Kazakhstan as part of a dena hydrogen conference (Astana, 11/24), seminar on the development of the national hydrogen roadmap for Tajikistan (Dushanbe, 12/24), industrial study tour with participants from all five Central Asian states (incl. 2 deputy ministers) (Germany, 02/25).
    Kenya
    • Activities since the opening of the office in 5/24 contribute to the strategic implementation of development goals in the Kenyan energy sector, e.g. events on local utilisation paths (e.g. on green fertiliser production, 5/24; on private sector engagement 8/24; panel at German-African Business Summit (12/24), study trips to Hamburg Sustainibility Week (10/24), ACHEMA (6/24) and on sustainability aspects (e.g. roundtable with Women in Green Hydrogen 5/24).
    • Institutional support for the Kenyan Project Coordination Committee and Hydrogen Secretariat, including through joint operational planning, leads to the successful implementation of the objectives of the Kenyan hydrogen strategy.
    Colombia
    • Contributions to the implementation of the climate and energy partnership, e.g. through participation in the "International H2 Congress" (4/24), symposium on decarbonisation as part of the H2-diplo office opening (6/24), climate talk session with the German embassy (6/24) and co-hosting of the regional LAC H2 Summit (09/24) as well as study trip for Colombian delegation to DEU (9/24). Delegation to DEU (9/24). Creation and webinar for the launch of the information platform Ecosistema H2 Colombia (08/2024).
    Nigeria
    • Implementation of the Federal Foreign Office Energy Partnership, e.g. by organising the “German-Nigerian Energy Transition Dialogue” (5/2024) and side events at WACEE 2024 and the National Climate Summit (10/24). Support for capacity building in the public and private sector, e.g. through a study trip with ministerial participation to DEU (10/24) and stakeholder workshop on CBAM, 2/25
    Oman
    • Activities focusing on H2 and climate policy with partner participation, including accompanying the Omani delegation to the Berlin Energy Transition Dialogue (5/24) and Decarbonisation Dialogue "Investing in Green Growth: Oman’s role as a front runner in the Green Hydrogen Market", Moscat (10/24).
    Saudi Arabia
    • Increased focus on expanding climate policy cooperation with partners, e.g. through dialogues on UNFCCC and energy transition topics (e.g. roundtables on RE expansion, 11/24 and 12/24) and on sustainable diversification options for green H2 (e.g. side event at UNCCD COP 16).
    Ukraine
    • Partner support in answering strategic questions on the development of a national H2 economy. This includes commenting on the draft national H2 strategy (3/24), organising virtual H2 training for diplomats (7/24), study launch "Prospects for the Ukrainian Green H2 Sector" (7/2024) and panel discussion on investment options at European Hydrogen Week (EHW) (11/24).
