Support to the Cities Climate Finance Leadership Alliance II

The Cities Climate Finance Leadership Alliance CCFLA0) is a global coalition of institutions committed to increasing finance for city-level climate action. As a follow up thie project supports the implementation of CCFLA’s outreach strategy, especially through effective communication activities, regional and global events, and the development of a knowledge hub. It also supports CCFLA in implementing its advocacy strategy and activities associated with hosting the Leadership of Urban Climate Investment (LUCI) framework - focused on tracking progress and promoting project-level collaboration between CCFLA members’ initiatives. The project also focusses on strengthening local structures.

State of implementation/results

  • The project has held and co-organised a number of events since it began in March 2024, including
    • an informative event on the decarbonisation of buildings with experts (May 2024),
    • various events as part of the World Urban Forum (WUF) such as "Bridging the Gap - Unlocking Finance for Local Climate Projects", which discussed the difficulties of urban climate financing and possible solutions.
    • convenings among CCFLA members to discuss private capital mobilization (May 2025) and the role of subnational guarantees (October 2025) in de-risking investments in urban climate finance.
  • The project has also published several publications, including blog posts, factual reports and policy recommendations. Highlights are:
    • the policy brief “Mobilizing Private Capital for Resilient and Low-Carbon Cities” exploring the factors that shape private investment in cities and strategies to engage the appropriate actors and overcome barriers to investment (November 2025).-- the policy brief "Integrating Urban and Subnational Priorities into Country Platforms" on multilevel climate finance highlighting the importance of country platforms in linking these different levels (April 2025)
    • and the report "State of Cities Climate Finance 2024" on the state of urban climate finance from September 2024, which includes a most comprehensive assessment of urban climate flows and needs worldwide and is intended to serve as a basis for action to mobilise finance for climate action at the city level by 2030.
  • The LUCI project programme hosted initiatives in London (June 2025) to discuss remaining gaps in the project preparation ecosystem, and explore opportunities to continue supporting ecosystem development following the project conclusion in December 2025.
  • The CCFLA 2025–2030 Strategy, launched in June 2025, sets actions across five thematic areas, two cross-cutting initiatives, and core Secretariat functions, includes a metrics framework for success, and a gender action plan to promote gender-positive urban climate finance.
  • Strategy papers such as the scoping paper on financing adaptation and resilience from March 2025 ensure the continuous further development of CCFA's project and implementation strategies.
  • The Brazil Local Hub, launched in August 2025, connects CCFLA members with local actors and has met twice to strengthen collaboration and review projects under the Brazilian Government’s Green and Resilient Cities Program (PCVR).
  • CCFA also participates in many international conferences, such as the New York Climate Week, the Central Asia Hub Forum and the World Urban Forum (WUF), to advocate for more urban climate finance internationally and ensure strong representation of interests.
