Water and Wastewater Companies for Climate Mitigation (WaCCliM)

Water and wastewater companies are among the major energy consumers in developing and emerging countries. In the partner countries of Peru, Jordan and Mexico, the project supported pilot companies in the use of greenhouse gas emission-reducing technologies, including measures to reduce water loss, energy-efficient pumps, biogas generation and fertiliser recovery from wastewater. At the national level, the project advised the countries on how to create financing mechanisms and political framework conditions, enabling more demonstration projects. Greenhouse gas-reducing technologies were further developed and disseminated through knowledge management between the pilot companies, national and regional associations and an Internet-based knowledge platform. In this way, the project contributed to the international dissemination and improvement of climate protection approaches for water and wastewater companies.

State of implementation/results

  • Project completed.
  • Optimization of sewage sludge treatment in Cusco (Peru) saves approx. 26,000 metric tons of CO2-eq per year.
  • Increasing the connection level to the wastewater treatment plant and improvements in biogas utilization in San Francisco del Rincón (Mexico) lead to a saving of approx. 4,300 tons of CO2-eq per year.
  • Installation of energy-efficient pumps reduces GHG emissions in Madaba (Jordan) by approximately 2,500 tons CO2-eq per year. In 2022, additional energy-efficient pumps were installed in Russaifeh with a savings potential of 607t CO2eq/year.
  • The Energy performance and Carbon Assessment and Monitoring (ECAM) tool for water and wastewater companies was developed in collaboration with the Catalan research institute ICRA. The current version ECAM 3.0 has been online since July 2021 and was officially launched at COP26. Currently, associated training materials are being developed.
  • Guidelines for the development of climate risk plans were developed in Jordan and Mexico and applied in Russaifeh and Mreighah (Jordan) and San Francisco del Rincón (Mexico).
  • The Peruvian Ministry of Housing, Construction and Sanitation (MVCS) has approved its National Water and Sanitation Plan 2022-2026. Mitigation has been mainstreamed in this key instrument for sector policy implementation. Through mitigation and adaptation plans (PMACC) for water and wastewater utilities, MVCS mainstreams climate action in the water sector. ECAM is used to calculate and monitor GHG emissions.
  • An internet-based learning and knowledge platform (climatesmartwater.org) provides background information and project results on carbon neutrality and climate resilience of WAU on websites of the International Water Association.
  • The Climate Smart Water e-learning will soon be published in Spanish and English at ClimateSmartWater.org.
  • More than 480 people from water and wastewater companies in different countries have been trained on climate-friendly technologies and the use of the ECAM tool.
  • An internationally applicable methodology for business-as-usual scenarios for greenhouse gas emissions in the water and wastewater sector was published, including two case studies in Jordan and Mexico.
  • The project, in cooperation with CONAGUA and the IKI project FELICITY, supports the Mexican Ministry of Finance in the development of a methodology that considers GHG emissions, climate and disaster risks in the design and evaluation of public water and wastewater projects in Mexico.
  • The ministries responsible for water in Jordan, Mexico, and Peru are being advised on integrating emissions from the water and wastewater sector into national monitoring-reporting-verification (MRV) systems; this is being done in coordination with other IKI projects supporting the ministries of environment.
