South-South cooperation on climate information and services – development of a platform for knowledge management and joint learning
Climate information and services (CIS) and the ability to respond to climate change are essential for building resilient communities and ecosystems. The project therefore facilitates cooperation between stakeholders and the CIS in the Philippines and all over the world. To this end, it is developing a platform for knowledge management and the exchange of learning between the world’s southern hemisphere countries that are particularly affected by climate change. The platform contains quality-tested climate data and information that any interested parties can access, and the project promotes the development of knowledge and resources in national authorities. It also supports academies and local government units and effectively demonstrates the co-benefits of mitigation measures, nationally-determined contributions and nationally appropriate mitigation actions.

State of implementation/results
- The SSCIS project achieved key progress in 2024 and 2025 in strengthening the use and institutionalization of climate information at multiple levels.
- In 04/2024, a four-day workshop was conducted jointly with PAGASA for field meteorologists and national experts to update the Philippine climate map and improve long-term tropical cyclone forecasting.
- In 08/2024, the project established two important institutions:
- the Sub-National Competence Center (SNCC) for climate information systems in the health sector at Mariano Marcos State University, which supports local governments with research on the impacts of climate change on health and nutrition.
- on August 8, the South-South Center of Excellence for Climate Information was launched, hosted by the national climate authority, with the aim of serving as an ASEAN-wide hub for scientific exchange and user-oriented climate information.
- In 11/2024, in collaboration with the Oscar M. Lopez Foundation, the winners of the “Mga Kwento ng Klima” (Stories of Climate) short film competition were awarded. Filmmakers were supported by scientific mentors from the Community of Practice.
- At the beginning of 2025, further measures followed:
- the establishment of the second Sub-National Competence Center at Isabela State University for the use of climate data in agriculture and fisheries.
- training sessions for national government agencies and universities on the processing of CIS knowledge products.
- In addition, studies developed within the project and ongoing exchange with the Ministry of Health led to the establishment of a unit for health and climate change and strengthened the integration of health issues into Loss and Damage discussions.
- Satellite-based data collection and processing, regional applicability, and policy dialogues were actively fed into ASEAN processes.
- Overall, climate data are gaining increasing importance in national adaptation plans (NAP), disaster risk management, and climate finance discussions.
