Sino-German Cooperation on Climate Change – NDC Implementation
As part of China's Nationally Determined Contributions (NDC) to the Paris Agreement and China's Long-term Low Greenhouse Gas Emissions and Development Strategy (LT-LEDS), the project supports the realisation of climate policy measures within the 14th Five-Year Plan until 2025 to accelerate the implementation of the current NDC targets and the 2030/2060 targets and as a basis for future NDCs. The aim is to implement existing possibilities and create new opportunities for ambitious climate action. Specifically, the project supports the administrative units nationally and in selected provinces responsible for climate policy by developing resources and skills and disseminating climate policy knowledge as well as case studies for the successful implementation of climate policy.

State of implementation/results
- The project brings together German and Chinese government officials and experts from various levels of administration to engage in dialogue on climate governance, policy, and legislation, with the aim of promoting the exchange of experiences and supporting the development of the legal and regulatory frameworks for climate protection measures in China and Germany.
- Given China’s central importance for achieving the goals of the Paris Agreement, the project strengthens Chinese climate policy through the international exchange of experiences on climate legislation, governance models, and coordination mechanisms. For example, the study “Global Overview on Inclusion of Non-CO₂ Emissions in NDCs” served as a reference for the most recent update of China’s climate targets. In addition, experts from both countries exchange experiences and discuss challenges related to the codification of environmental and climate law.
- Another focus is cooperation with subnational stakeholders. The project contributes to the development of climate protection strategies and measures at the provincial and municipal levels by providing international expertise, promoting peer-to-peer exchange, and offering methodological support to research institutions. It also strengthens the capabilities of local stakeholders to implement national climate targets in a scientifically sound manner through training, such as on modeling pathways for sectoral decarbonisation.
- The project is working with the provinces of Anhui, Hunan, Guangdong, Shaanxi, Sichuan, Shandong, and Inner Mongolia to develop strategies for reducing greenhouse gas emissions, while promoting exchange on topics such as reducing methane emissions, decarbonising the cement sector, and sustainable transportation. For example, the project is contributing to the formulation of targets for reducing industrial carbon emissions as part of Anhui Province’s regional climate change strategy and to the drafting of an implementation plan to strengthen emissions trading capacities in key industrial sectors in Sichuan Province.
- In the provinces of Sichuan, Shaanxi, and Guangxi, climate-resilient adaptation measures have been systematically integrated into planning and implementation. The project supports local research, methodological consulting, and peer reviews to develop evidence-based policy recommendations, such as vulnerability indicators for mangrove forests in Guangxi Province and climate risk analyses for climate-adapted urban development in Tongchuan (Shaanxi).
- The approach is complemented by technical study tours to Germany, which promote practical exchange and thus mutual understanding as well as joint learning.
- As an interface project for the International Climate Initiative (IKI), the project promotes knowledge exchange and networking within the IKI as well as with relevant actors in China’s environmental and climate community.
