Climate Syndication Platform

Private capital from institutional investors is a large, untapped source of debt financing for climate investments in emerging and developing countries. The Climate Syndication Platform (CSP) enables institutional investors to invest in higher-risk markets in Eastern Europe, Central Asia and North Africa. IKI funds are used as a first loss tranche to make the co-investment facility more creditworthy. The investors thus receive a pro rata first loss risk cover (FLRC) on their provided funds. Together with the additional funds provided by the European Bank for Reconstruction and Development (EBRD) a total loan is created that is available for climate mitigation and adaptation projects. In the event of payment defaults, a payment is made from the FLRC in the amount of the secured portion. The IKI also supports measures for project origination and to help address demand-side barriers.

State of implementation/results

  • Internal guidelines have been established to ensure the effective implementation and management of the CSP.
  • A series of outreach initiatives have been launched to raise awareness and promote the CSP among banking teams and investors. In particular, in November 2024 and February 2025, workshops were held to introduce the CSP to over 30 external organisations, complemented by bilateral discussions with five key investors.
  • The CSP has been also showcased at several external forums, including the EBRD Annual Meeting, highlighting the crucial role of donor funds in mobilising private capital in emerging markets.
