High Impact Partnership on Climate Action (HIPCA) Fund for Nature-responsive economic development

The multi-donor fund "High Impact Partnership on Climate Action" (HIPCA) mobilizes and leverages donor partnerships in support of scaling up climate and nature-responsive investments on the ground in EBRD’s countries of operation. IKI funds for HIPCA’s thematic area of nature will support EBRD’s integrated approach that links investment with capacity building, technical assistance and policy engagement. IKI funds will be used to create bankable and nature-responsive investment opportunities, thus contributing to the protection and restoration of nature and biodiversity. Likewise, IKI funds will help to unlock and mobilize the private sector to act as an agent for climate and environmental action in support of Target 19 of the GBF.

State of implementation/results

  • The European Bank for Reconstruction and Development (EBRD) established the High Impact Partnership on Climate Action (HIPCA) trust fund in 2021. Other contributors are Austria, Canada, Finland, Korea, the Netherlands, Spain, Switzerland, Taiwan, the United Kingdom and the USA with around €389 million (2023).
  • HIPCA's main objectives are to support investments and policy solutions for greenhouse gas reduction and environmental protection; improve adaptation and resilience and reduce climate-related vulnerability; and strengthen a favourable environment for private sector-financed climate and environmental protection.
  • The German HIPCA contribution shall strengthen the implementation of the Global Biodiversity Framework (GBF), in particular Target 19 to mobilise financing for nature-based solutions and biodiversity. The regional focus of the German contribution is on all ODA-eligible countries in the south-eastern Mediterranean region, Central and Eastern Europe, Western and Central Asia.
