Scaling Climate Action by Lowering Emissions (SCALE)

SF6 is the most potent greenhouse gas known. Emissions originate primarily from gas-insulated switchgear in power infrastructure and are expected to increase significantly with grid expansion in developing economies. Through the SF6 Initiative for a global phase-out, the multi-donor fund Scaling Climate Action by Lowering Emissions (SCALE), in cooperation with the Energy Sector Management Assistance Programme (ESMAP), supports power utilities in systematically accounting for, managing, and gradually replacing SF6 with SF6-free technologies during the development and modernization of their power systems. ESMAP assists partner countries in creating inventories of SF6-containing equipment, establishing leakage detection and monitoring systems, and strengthening institutional capacities in line with national climate strategies. SCALE complements these efforts by providing technical support for carbon market readiness as well as results-based financing for verified emission reductions.
