Supporting the Nitric Acid Climate Action Group (NACAG)

As of: February 2021

Manufacturing nitric acid involves the production of nitrous oxide (N2O), a greenhouse gas that is 265x more potent than CO2. Avoiding nitrous oxide emissions is technically relatively simple, however, and comparatively inexpensive. The Nitric Acid Climate Action Group (NACAG) provides technical advice and finances investments in mitigation technology for a limited period of time. Partner countries can join the initiative by signing the NACAG declaration. By 2020, NACAG aims to have equipped as many production facilities as possible with nitrous oxide abatement systems. The project is steered by the NACAG Secretariat, which handles technical consulting as well as financing contracts. The project focuses primarily on lines that have not utilised any mitigation technology to date. To achieve long-term mitigation, the project is helping to integrate nitrous oxide mitigation into NDCs for those partner countries who have declared an interest in maintaining their efforts beyond 2020. /

State of implementation/results

  • The NACAG declaration was signed by Argentina, Jordan, The Federation of Bosnia and Herzegovina, Mexico, Tunisia, Zimbabwe, Indonesia, Viet Nam. These countries have thus formally expressed their interest in cooperation.
  • Following the signing of the Undertaking the financing contract for the start-up is becoming more efficient. Reduction technique are prepared. The countries have to keep the nitric acid sector permanently low in emissions and to introduce appropriate regulations. With successful implementation, a reduction potential of 500,000 tonnes CO2eq can be achieved here.
  • Some companies have already applied for support for the installation of mitigation technology by NACAG. This shows support from the private sector for the initiative.
  • The NACAG Secretariat traveled to Egypt, Algeria, Argentina, India, Indonesia, Kazakhstan, Turkmenistan, Zambia, Zimbabwe and South Africa to present NACAG to the respective Ministries of the Environment and plant operators and to prepare the signing of the Declaration of Commitment.
  • Non-financial support countries as well as international chemical companies are also exchanging views with the NACAG Secretariat on nitrous oxide emissions reduction.
  • Intensive exchange also exists with China, although no direct financial support is possible.
  • The auction program, which is being carried out in cooperation with the World Bank, has met with great interest, especially from the private sector. The number of participants in informative webinars continues to increase.
  • The initiative was presented and received with great interest at the India Climate Policy and Business Conclave.
  • Internet presence (www.nitricacidaction.org) and short film on the initiative have been and are constantly being updated.
