Unlocking climate finance: Scaling green guarantees through multilateral action
Responding to calls to accelerate the mobilization of private capital for the green transition, the Green Guarantee Group (GGG) and the emerging Global Guarantee Platform (GGP) are working in concert to scale up the use of guarantees as a catalytic instrument – particularly in EMDEs where they remain underused. Building on the Baku to Belém Roadmap, these efforts place guarantees at the center of the climate finance agenda and address persistent barriers limiting their use: i.e. regulatory barriers, data gaps, and institutional fragmentation.
Building on momentum from its COP29 event, this COP30 session will showcase concrete progress: the launch of the Global Guarantee Platform (GGP) as a multilateral coordination hub to systematically advance the deployment of guarantee solutions, not only through risk-sharing but also by strengthening the technical assistance (TA) capacity of national development banks (NDBs). This approach supports country-led investment strategies by equipping NDBs and public financiers with the tools and know-how to structure and deploy guarantees effectively.
The session will also feature the new GGG Guarantee Directory as a matchmaking tool, alongside innovations emerging from the FiCS Lab that connect experimentation on guarantees with systemic scaling.
Co-hosted by Nigeria, Germany with partners including CPI, IDFC, MIGA, NDCP and FiCS, the event will spotlight how guarantees can deliver transformational investment alliances - advancing momentum into COP30 and beyond.
