How the Mitigation Action Facility drives NDC implementation

The Mitigation Action Facility supports projects worldwide that turn NDCs into tangible emission reductions and transformative change, enabling countries to meet their climate goals and transition toward carbon-neutral development.
As countries gear up to submit enhanced Nationally Determined Contributions (2035 NDC), the challenge is clear: ambitious climate commitments must translate into scalable, concrete action. This is where the Mitigation Action Facility plays a catalytic role. In line with its Theory of Change, the Facility demonstrates that climate finance can effectively enable transformational change in partner countries, including the implementation of NDCs, by reducing greenhouse gas emissions and building the foundations for long-term, carbon-neutral development.
Across diverse sectors and continents, the Mitigation Action Facility-funded projects are not only delivering measurable mitigation outcomes but also strengthening the policy, financial, and institutional conditions required to implement both current and future NDCs. Examples from the project portfolio are showcased below.
Domestic Refrigeration project in Colombia
Colombia’s updated NDC explicitly references this project, a Facility-supported initiative that has reduced 844,683 tCO₂e emissions to date. It enabled a shift to Low Global Warning Potential Refrigerants, influenced policy through Resolution 40427, and supported full compliance with the updated national energy efficiency norm (RETIQ) by all national refrigerator producers. This project exemplifies how the Mitigation Action Facility supports policy change, private sector innovation, and regulatory advancement – hallmarks of transformational change.

We are implementing new technologies to improve the equipment's performance and the daily work of the field technicians. We applied a mixture of good refrigeration procedures and new technologies for better efficiency to reduce greenhouse gases.
E-mobility for two- and three-wheelers in Kenya
The project contributes to reducing transport emissions in Kenya – a key focus sector identified in the country’s NDC. With 72% of the population living in rural areas, there is a heavy reliance on small vehicles (2 or 3 wheelers). Making up 13% of the country’s total emissions, transformational intervention will be key to achieving their NDC. The project aims to provide access to 65,000 electric small vehicles through EUR 7.5 million in subsidies. The project also intends to increase capacity for assembling 100,000 electric small vehicles and 3,500 green jobs.
Viet Nam Initiative for Sustainable Industries Onto Net-Zero (VISON)

In Viet Nam, 50% of greenhouse gas emissions come from industrial energy use, which is why their NDC makes an explicit call to make industrial processes more energy efficient. The project will be instrumental in promoting and implementing energy efficiency measures across varied industrial processes to enable the country to meet its NDC goals. The energy efficiency technology introduced to the 300 facilities the project supports could directly and indirectly mitigate as much as 3.4 million tCO₂e.
Decarbonisation of Electricity Generation on Philippine Islands
In the Philippines, where many off-grid islands rely on diesel generators, the Mitigation Action Facility supports the deployment of renewable energy hybrid systems, including tidal stream and solar energy, through private sector investment mobilisation. By accelerating the renewable energy transition in remote, vulnerable areas, the project directly supports the country’s NDC target of reducing greenhouse gas emissions by 75%.

The Mitigation Action Facility
The Mitigation Action Facility – a multi-donor climate finance programme – provides technical assistance and funding to help implement ambitious mitigation actions. The Facility supports decarbonisation in sectors such as energy, transport, and industry. One of its core donors is the German Federal Government, which channels support via the International Climate Initiative (IKI).
