This assessment evaluates governance effectiveness, equity and participation within the Boma–Mahandakini Collaborative Fisheries Management Area in Tanga Region, Tanzania. Applying the ELINOR governance tool, policy analysis, focus group discussions and interviews, it identifies key governance gaps across seven BMUs and proposes CFMA-wide actions to improve coordination, transparency, enforcement and inclusive fisheries co-management.
