This governance assessment analyses participation, transparency, accountability and equity within seven Beach Management Units managing the Shimoni–Vanga Joint Co-Management Area in Kwale County, Kenya. Using the ELINOR tool, focus group discussions and policy analysis, it identifies governance gaps, institutional challenges and priority actions to strengthen community-based marine management and support effective implementation of LMMAs and OECMs.
