Collaborative Instruments for Ambitious Climate Action (CI-ACA)
The lack of incentives for avoiding carbon emissions is a root cause of the climate crisis. Pricing emissions helps align economic systems with low-carbon development. The CiACA project is part of the UNFCCC work programme and supports developing countries in adopting price-based mitigation instruments. Implemented with the UNFCCC Regional Collaboration Centres (RCC), CiACA contributes to achieving the goals of the Paris Agreement. Following the adoption of the Article 6 rulebook at COP26 and further guidance expected at COP29, CiACA plays a key role in supporting both national carbon pricing systems and international cooperative approaches. The project guides countries through the consideration, design, and implementation of pricing instruments, especially carbon pricing, as a means to raise ambition in their NDCs. From 2025 onward, CiACA will focus on integrating these instruments into countries’ updated NDCs 3.0, helping to raise targets and support implementation through 2035.

State of implementation/results
- Bilateral support
- by 2023, the six UNFCCC Regional Collaboration Centres (RCCs) have each recruited a Regional Expert on carbon pricing and Article 6, funded by the CiACA project. The Regional Experts support national governments through technical advice, capacity building and awareness raising activities to develop or implement price-based instruments and participate in the carbon market under Article 6.
- by end of 2024 18 countries and regional groups have shown progress towards the consideration, elaboration, adoption or implementation of domestic carbon pricing approaches or carbon markets through the support of CiACA (e.g. technical studies or capacity building workshops): Dominican Republic, Nigeria, Panama, Mongolia, Bhutan, Sri Lanka, Laos PDR, Iraq, Ethiopia, Cameroon, the West African Economic and Monetary Union (WAEMU), Guatemala, Costa Rica, El Salvador, Honduras, Nicaragua, Paraguay, Haiti.
- Out of these, studies are being conducted for 11 countries and regional organizations contributing to the progress in the consideration of carbon pricing policies: Mongolia, Lao PDR, Bhutan, Sri Lanka, Iraq, Ethiopia, Nigeria, Cameroon, Panama and Dominican Republic and the West African Economic and Monetary Union (WAEMU).
- Out of these, seven countries have been supported at the of the level of governmental institutions with competencies for carbon pricing: Guatemala, Costa Rica, El Salvador, Honduras, Nicaragua, Paraguay, Haiti.
- Global activities and events
- In collaboration with international partners and local partners, the project organizes and conducts the Regional Dialogues on Carbon Pricing (REDICAP). The purpose of these workshops is to raise awareness, take stock of ongoing activities and initiatives, share initial experience, successes, challenges and sub-regional views regarding the consideration and adoption of economic instruments and market instruments.
- In 2024 five REDiCAPs were organised: (i) Latin America (22 – 26 July); (ii) South Asia (5 – 8 August); (iii) Pacific Islands (13 – 16 August); (iv) Caribbean (14 – 18 October); (v) West and Central Africa (29 October – 1 November).
- In 2023 six REDiCAPS were organised during the four Regional Climate Weeks held between September and November: (i) Africa (4-7 September); (ii) Middle East and North Africa (8-11 October); (iii) Latin America and Caribbean (23-27 October); (iv) Asia and the Pacific (13-16 November).
- At COP29 in Baku, the project organised a special event titled “CiACA around the world – RCCs’ support for carbon pricing” (16 November 2024).
