Establishing an effective mechanism to revise and implement the Jordanian NDC
Jordan has ratified the Paris Agreement, and the country intends to achieve its NDC with the help of international support, saving at least 14% of its emissions by 2030 compared to the “business-as-usual” scenario. For NDC implementation, the project supported the Jordanian Ministry of the Environment and other partners in order to improve technical know-how and skills and strengthen governance structures. In order to monitor Jordan’s NDC progress, the project supported the preparation of a national transparency system. To this end, it created important preconditions by strengthening existing information bases and improving data management. The mainstreaming of the NDC into national policy processes and sector policies was also supported, particularly at sub-national level. The project helped local communities to plan and implement local climate protection plans, disseminated the experience gained in topical forums and promoted the sharing of information.

State of implementation/results
- Project completed.
- The project has significantly supported and advanced the process of reformulating the Jordanian NDC. To this end, MoEnv initiated public consultations and supported the coordination processes between the most important ministries. The project worked with the Royal Scientific Society (RSS) to adapt the texts and figures. In October 2021, the NDCs are expected to be approved by the Jordanian Cabinet and subsequently submitted to the UNFCCC.
- The project has published the "Local Climate Change Action Planning" (LCAP) guidelines in Arabic and English, which were developed with national and international consultants, and presented them to the public in September 2021.
- The project also supported the formulation of a National Environmental Strategy 2030 by the Jordanian government. With its adoption in the cabinet, practical environmental and climate targets for all sectors and compliance with international commitments are to be mainstreamed in all ministries.
- The project has strengthened coordination with other international development partners in Jordan for donor coordination in the environment and climate sector. In collaboration with the NDC Partnership, this platform has been used for more effective coordination in building the new and more ambitious NDC.
- The Royal Scientific Society (RSS) analysed GHG emissions data and produced scenarios on GHG reduction targets to be integrated into the revised NDC document.
- RSS also developed recommendations for a national MRV system and the transparency system under the Paris Agreement.
- The project cooperated with UNDP in the development of the 2nd BUR report for Jordan and with the World Bank in the development of a roadmap for "Green Recovery"
- "NDC Pocket Guides" published by the European Capacity Building Initiative (ECBI) were translated into Arabic by the project
- The project launched a national planning forum on municipal climate change (Jordanian Local Climate Change Planning Forum (JLCCPF)) in cooperation with the Jordanian Ministry of Environment (MoEnv).
- Since 2019, the project has been supporting the Jordanian delegation to the UNFCCC negotiations and NGOs through trainings on key current issues.
- The project supported three Jordanian communities in developing an LCAP through a participatory process. From this, a pilot "Eco-Park" measure was developed in the Al-Oyoun municipality.
- The defined measures of the municipalities, if implemented, would result in a reduction of GHG emissions by 2030 compared to a BAU scenario in Al Oyoun 16%, Busira 13.5%, and Deir Alla 18%.
