Initiative for Climate Action Transparency
ICAT provides countries with tailored support and practical tools and methodologies to build robust transparency frameworks needed for effective climate action in sync with national development priorities. The projects ICAT supports relate to: building or enhancing transparency frameworks for mitigation; building a monitoring and evaluation approach for adaptation to climate change; building or enhancing frameworks to track progress in implementing NDCs. The supported projects also work to assess the impacts of climate policies; estimate or enhance projections of greenhouse gases and to establish or enhance a climate data system. To support these areas, ICAT offers a suite of practical, open-source tools and methodologies to provide effective support to the transparency efforts of countries around the world.

State of implementation/results
- As of June 2025, 25 countries have put in place a new or refined framework for national GHG inventories. For example, the ICAT project in South Africa assisted the Nkangala District Municipality with the development of their first-generation greenhouse gas inventory and mitigation action plan to comply with the country’s Climate Change Act.
- 20 countries have worked on an NDC tracking process with ICAT support. El Salvador, for example, made significant progress in strengthening its NDC tracking framework. As part of the ICAT project, the country developed institutional arrangements, improved technical capacity, and launched a pilot digital platform for streamlined NDC tracking and review of indicators, also drawing on regional experiences from Bolivia and Costa Rica. --39 countries have worked on putting in place a new or refined MRV framework. An example is the current ICAT project in Nigeria which develops MRV guidelines encompassing both emission inventories and the data needed for tracking progress on NDC implementation, including indicators to report on policies and measures for implementing Nigeria’s NDC 3.0.
- ICAT has established three Regional Climate Action Transparency Hubs, one in each of Central Asia, Central Africa, and Central America. The three ICAT Regional Hubs have continued to enhance regional collaboration and knowledge sharing in Central America, Central Africa, and Central Asia. The hubs focused this year on using transparency for NDC 3.0 and provided tailored support to member countries, fostering a community of practice that strengthens transparency frameworks across regions.
- 4,565 people have been trained through ICAT projects. In particular, a new round of the blended training course on climate transparency and the ETF was launched in April. Now in its sixth edition, the course was delivered in English for countries in Africa.
- 147 peer-to-peer knowledge exchange events have taken place.
- 41 countries confirmed the ICAT project resulted in improved reporting to the UNFCCC or mentioned ICAT in the submission. For example, Chad’s first BUR acknowledges ICAT’s support through the use of the Greenhouse Gas Abatement Cost Model (GACMO) and Senegal’s first BUR acknowledges ICAT in the context of having helped to develop the country’s MRV system and to track policy actions included in the country’s NDCs, focusing on the energy and transport sectors.
- 19 countries have worked to improve climate and/or sustainable development policies as a result of ICAT’s work. An example is Eswatini, where the ICAT project helped develop an M&E framework for adaptation in the health and water sectors, and prepare a draft for Eswatini’s bioenergy policy.
- 46 countries have applied ICAT tools or methodologies. Of note was the ICAT project in St Kitts and Nevis, which engaged key entities such as the Department of Statistics, St. Kitts Electricity Company and Nevis Electricity Company Limited, and strengthened technical capacity in emissions projections and mitigation analysis using the LEAP and TraCAD tools.
