Mexican-German Climate Change Alliance – Phase IV
The project supports the Mexican government in the implementation of its climate and biodiversity goals. It uses an integrated approach, involving national, state and local levels, focusing on the mitigation of greenhouse gas emissions as well as the conservation of biodiversity and ecosystem services. The project strengthens the national framework for climate and biodiversity action by supporting key decision makers in their strategies, implementation plans and monitoring. It also aims to facilitate the financing of bankable projects in the areas of decentralized energy generation and ecosystem-based adaptation. A special focus is put on maximizing the social and economic co-benefits which go along with climate and biodiversity action. The measures are complemented by a political dialogue and the exchange of knowledge and skills between Mexico and Germany and the management and systematization of knowledge through the IKI Interface function.

State of implementation/results
- Climate and biodiversity dialogue between the German and Mexican governments and the IKI Interface
- Climate dialogues with legislators (RELECC) to identify enabling frameworks for a just transition and resilience in the territory.
- In coordination with CONAGUA, a preparatory workshop for COP30 was held to define the climate priorities of the water sector.
- In October, the IKI technical workshop on forests and deforestation-free agriculture was held, where the new European Union Deforestation Regulation (EUDR) was presented.
- The project collaborated in organizing the IKI LAC Regional Meeting on Sustainable Finance, focused on mobilizing sustainable finance.
- Support for climate change and biodiversity policy
- In coordination with the National Commission for the Knowledge and Use of Biodiversity (Conabio) and UNDP, the National Biodiversity Strategy (NBSAP) is being updated and and the 7th National Communication to the CBD is being prepared. – In an interministerial cooperation the project has developed the Strategic Plan on Gender, Human Rights and Climate Change, a key input for NDC 3.0.
- It has developed with CONAGUA the Capacity Building Strategy for the Water Sector on Climate Change. – In coordination with UNDP, the "Manual of Recommendations for the Reconstruction of the Port of Acapulco - After Hurricane Otis" was presented including climate adaptation criteria.
- The project supports the development of subnational policy instruments for biodiversity and climate change in Sonora, Aguascalientes, Hidalgo, Guanajuato, Michoacán, Tlaxcala and Guerrero.
- The National Strategy for Climate Change and Biodiversity in the Fisheries and Aquaculture Sector has begun to be developed with CONAPESCA.
- Financing of renewable energy
- A portfolio of six community-based distributed energy projects is being implemented: 4 solar systems (Yucatán, Sonora, Campeche and Guerrero), 1 micro-hydroelectric system (Oaxaca); 1 photovoltaic microgrid (Quintana Roo).
- One flagship initiative is the “Solar Ice” project, which uses solar energy to produce ice for fishing communities through a blended finance model, which has mobilized approximately 110,000 euros to date.
- Financing of ecosystem-based adaptation (EbA)
- To identify financial mechanisms for actions in the territory, the FinTank Mentoring Program was created, which has strengthened 28 community projects with an Ecosystem-Based Approach (EbA); 12 projects advanced to an investment phase and 3 have presented their proposals to impact investors.
- Four adaptation initiatives are being scaled up 1) Forest conservation in the Sierra de Vallejo Nayarit and Jalisco, 2) Restoration of coastal dunes in Quintana Roo, 3) EbA and biocultural corridor on the northern border of Mexico and 4) Sustainable agriculture model in Chiapas.
- The project promotes collaboration with the private and philanthropic sectors through agreements with: * CEMEFI, to map climate finance. * Heineken Mexico and Fundación Azteca, to promote forest restoration and territorial climate innovation.
