Protection and integrated management of coastal and marine biodiversity (TerraMar II)
The proposed project builds on the experiences and lessons learned of the predecessor project “TerraMar”. It support Brazil to improve the conservation and sustainable use of coastal and marine ecosystems, to build resilience against climate change and promote a just transition towards a blue and circular economy. To achieve this, it adopts a multi-level, gender-responsive approach. The project strengthens Marine Spatial Planning (MSP) and coastal management. Further it supports the development or revision and implementation of national policies and instruments for the conservation and sustainable use of coastal and marine ecosystems. In addition, the project incorporates several cross-cutting aspects across all project components, including climate change, gender equity, inclusion of indigenous peoples and local communities (IPLC), and capacity development.

State of implementation/results
- Since 2024, TerraMar II has supported the Ministry of Environment and Climate Change (MMA) in advancing Marine Spatial Planning (MSP), including through a G20 side event and national workshops. These processes defined MSP objectives and guidelines culminating in formal institutionalisation by federal decree in June 2025. The project also trained 110 stakeholders in participatory monitoring and in the practical application of MSP methodologies.
- In September 2025, TerraMar II supported the 15th National Coastal Management Conference (ENCOGERCO), which brought together public authorities, academia, economic sectors, civil society and traditional communities to consolidate recommendations for updating the National Coastal Management Plan (PNGC).
- In collaboration with the Boticario Group Foundation and the World Wildlife Fund (WWF, TerraMar II supported the MMA and the Chico Mendes Institute for Biodiversity Conservation (ICMBio) in organising workshops to develop the National Strategy for the Conservation and Sustainable Use of Coral Reefs (ProCoral) and the National Action Plan (PAN Corais), both formally established in 2025.
- In June 2024, Brazil established the National Program for the Conservation and Sustainable Use of Mangroves (ProManguezal) by federal decree. To collect contributions and promote engagement for the respective Action Plan, MMA and TerraMar II organised a workshop with more than 170 representatives from the public sector, academia, civil society and traditional coastal communities. - In cooperation with the UNESCO Chair on Ocean Sustainability, MMA and TerraMar II conducted workshops with over 250 representatives from academia, civil society, public and the private sector, to collect contributions for the National Strategy for a Plastic-Free Ocean (ENOP), formally established in 2025. Additionally, five webinars on marine plastic pollution were organised to disseminate scientific information on the links to climate change, health, circular economy and just transition. - In May 2024, in partnership with TerraMar II, Conservation International (CI), WWF and the Boticario Group Foundation, MMA organised a workshop with key representatives from academia, government agencies, and civil society organisations, to collect expert contributions for the Climate Adaptation Plan for the Ocean and Coastal Zone, launched in 2025 as part of the National Climate Plan (www.gov.br/…).
- In 2024, TerraMar II supported a multi-partner workshop led by the National Commission for Marine Extractive Reserves (CONFREM) to strengthen traditional coastal communities and enhance their engagement with federal ministries and key national ocean and coastal policy frameworks.
- In December 2024, TerraMar II and GEF Mar conducted a training workshop for community- and civil society-led initiatives to strengthen implementation and foster collaboration in the conservation and sustainable use of coastal and marine ecosystems.
