Strategic Partnerships for the Implementation of the Paris Agreement (SPIPA)
The project contributed to translating the political commitment for advancing bilateral dialogues and cooperation in the field of climate action into concrete interventions, aligning with the ambition level for global action as set by the Paris Agreement. It focused on stepping up policy collaboration in four areas: mitigation policy instruments, mid-century strategies/renewal of Nationally Determined Contributions (NDCs) to the Paris Agreement, monitoring and reporting, and adaptation planning. By fostering the implementation of NDCs in G20 countries through exchange and collaboration among these largest economies, benchmarks were established in international economic and political relations for low-emission and climate-resilient development. These benchmarks created incentives for G20 countries to comply with the Paris Agreement and raise their ambition so that more countries would follow suit. The European Union supported this endeavour with 20 million euros.

- India: The India-European Union (EU) Technical Exchange Workshop on Low Carbon Modelling of 28 February 2022 took stock of capacity building, experience and knowledge exchange within teams of EU and Indian modelling experts, whilst linking the modelling landscape in India with developments at the Conference of the Parties (COP) 26 of the United Nations Framework Convention on Climate Change (UNFCCC). In addition to discussing the learning of the India portfolio under the SPIPA Programme, the event also represented a platform for experts to share about the state of the art related to low carbon modelling in the EU and India, involving modelling experts, policy makers, think tanks, research scholars and students focused on low carbon modelling (gains.iiasa.ac.at/…).
- Brazil: A decarbonisation plan for the State of Pernambuco was developed with support of SPIPA, aligned to the perspectives of zero emissions assumed by the country. The high vulnerabilities of Brazil as a country have put climate change in the center of the Federal State’s political agenda. Phasing-out deforestation with restoration of native vegetation, production of biofuels for hard-to-abate transport modes, electrification of light-duty vehicles, expansion of renewable electricity generation capacity, recovery and conversion of biogas from landfills, and deployment of carbon capture and storage are the main measures for decarbonisation of Pernambuco. - South Africa: SPIPA supported the EU Delegation and Member States’ embassies in the organisation of the “Climate 360” conference under the Team Europe banner from 18-19 November 2021. The virtual event was held in partnership with the Embassies of Denmark, Finland, Flanders, France, Germany, Netherlands, Poland, Portugal and Sweden. It highlighted and rewarded diverse, sustainable African solutions to the profound challenge of climate change. Over 1,000 persons registered, 7,500 unique visitors visited the website, over 90% satisfaction from attendees who replied to the post-event survey, 4 million people reached using #Climate360SA. - International Partnership for Sustainable Finance (IPSF): SPIPA supported the IPSF by submitting the main inputs for its October 2021 annual meeting: (i) A report on sustainability disclosures that compares disclosure standards worldwide; (ii) and the Common Ground Taxonomy report, an important milestone towards the achievement of more globally comparable taxonomies.
