Strengthening the coherence of Mexico’s climate and energy policies (CONECC)

Mexico is currently liberalising its energy market. In this context, the project supports the climate-friendly development of the energy sector, helping this partner country to implement its NDC. To this end, the Ministries of Energy and the Environment are advised on technical and process issues, such as the development of regulatory instruments for climate and energy policies. The national data and information system is also being further developed to better integrate energy and climate data. The project also supports the transfer of climate-friendly technologies by involving the private sector and strengthens the methodological basis for climate-friendly and development-relevant investment decisions. The experiences gained through the Mexican energy transition will be discussed and shared with other countries by means of international exchange formats.

State of implementation/results

  • Update of Mexico‘s Nationally Determined Contribution: The project supports the Mexican Ministry of the Environment (SEMARNAT) in the update of the Nationally Determined Contribution (NDC) in the field of mitigation (energy efficiency) and in the implementation of a participatory approach to its formulation. Besides the modelling of mitigation scenarios for 2030 and 2050, the social and economic co-benefits of climate change mitigation were quantified. A total of 1,500 people participated in the update processes, with eleven priority mitigation actions identified for the eight NDC sectors. The Revised NDCs were submitted in December 2020. In addition, a social media campaign with more than 20 key messages was developed .-- Technology Hub in Querétaro: The project supports the establishment of a technology hub to promote start-ups and innovative technology companies in the fields of renewable energies and energy efficiency in the state Quéretaro. The aim is to promote the establishment of local value chains and locally adapted, innovative, and digital technology solutions.
  • Subnational CO₂-budgets: Based on a methodology for determining national and sectoral CO₂-budgets in the power sector, new ambitious reduction targets in line with the 1.5-degree target, are being identified in the states Jalisco and Yucatán.
  • Co-benefits of climate protection: Together with the Ministry of the Environment and several subnational governments, the project carried out an analysis of Co-benefits of renewable energies and energy efficiency. The aim of this exercise is to make a meaningful contribution to the national and sub-national debate in Mexico on strengthening climate change mitigation in the energy sector.
  • National Strategy for Electric Mobility (ENME): The project supports the SEMARNAT with a study on the climatic, economic, social, and health impacts of the National Strategy for Electric Mobility and with a monitoring tool to quantify these impacts.
  • Conference "Energy system transformation and climate change: Actions at the sub-national level" 2020: Together with other GIZ projects, the project organized a virtual conference with more than 180 participants. The role of subnational governments in energy system transformation was discussed and German experiences from different German states were shared.
