Supporting the Global Alliance for Buildings and Construction (GlobalABC) and The Buildings Breakthrough

Buildings are responsible for nearly 37% of greenhouse gas emissions worldwide. However, the sector could become climate-neutral by 2050 if material savings are made, building materials concrete and steel are produced in a climate-friendly way and more alternative building materials are used (avoid-shift-improve approach). Especially in the Global South, there is often a lack of strategies to drive forward the transition to climate-friendly and resilient buildings. The project supports international cooperation as part of the Buildings Breakthrough Initiative coordinated by the Global Alliance for Buildings and Construction (GlobalABC). The aim is to establish nearly emission-free and resilient buildings as the new standard by 2030. The project strengthens political dialog, promotes knowledge transfer and helps to make the topic more visible at global level. It complements other IKI projects that are working in individual partner countries to reduce emissions in the building sector.

State of implementation/results

  • Buildings Breaktrhough Initiative:
    • B1 Standards & Certifications: Forthcoming interim report (October 2025) consolidates a qualitative definition and glossary for Near Zero Emissions and Resilient Buildings (NZERB), offering governments and industry a shared reference for setting targets.-- B2 Demand Creation: Launched the Global Framework for Action on Public Procurement (May 2025) with five principles, an action menu and resource map, guiding governments toward new strategies, with first commitments due at COP30.-- B3 Finance & Investment: Global mapping of financing solutions for for Near Zero Emissions and Resilient Buildings (NZERBs) is in progress, with outcomes to be shared at COP30. Green Building Finance Roadmap Template is currently being developed and piloted in Jordan in partnership with DENA (expected in Q1 2026).-- B4 Deployment: Development of the Catalog for Solutions for Buildings and Construction, highlighting scalable and deployable technologies, accompanied by case studies (ongoing) to be launched at COP30.-- B5 Capacity & Skills: Development of a knowledge portal (planned for October 2026) is set to be presented at COP30.-- B6 Landscape coordination: Developing a global initiatives mapping to help countries align strategies and strengthen coordination (expected in Q1 2026).
  • Hubs and Action Groups:
    • Adaptation: 10 stakeholder adaptation pathways in the building sector developed and ready to be launched at COP30.-- Clean Heat Forum: Updating the Clean Heat Policy Tracker and developing the Global Report on Energy Pricing To Incentivise Sustainable Heating in Buildings to be presented at COP30.-- Materials: 10 Whole Life Cycle Recommendations Case Study Platform to be made public in October 2025 and to be presented at COP30.-- Finance: Led by PEEB, guidance on the use of Article 6 mechanisms for buildings related projects to be introduced at COP30.
    • Sufficiency: New report Sufficiency and The Built Environment and an online interactive tool to support decision-makers on sufficiency strategies expected to be released at COP30.-- Passive Cooling: Passive Cooling Guidelines for Tropical Climate developed in September 2025 and ready for dissemination at COP30.
